CREDENTIALS COMMITTEE
Credentials Committee: 

(1) The Credentials Committee shall have a 'Chairperson and Secretary'  that shall appoint a 'Regional Credentials Officer', for each Region, and each State Party Organization shall choose a 'State Credentials Officer' to coordinate credential reporting for their State Party Organization; 

(2) The Credentials Committee shall document and register each qualified Delegate and Alternate
who is a resident of the Congressional District at the time of their election, and one who has obtained
a 'certification of election' as proof of winning a public primary ballot, or a copy of the minutes of the meeting electing the Delegate from within the State Party Organization, per the respective organization's Rules, proving eligibility;
 
(3) In reapportionment years the number and boundaries of the Congressional Districts shall be considered the same as they were the year prior to the reapportionment; 

(4) The Credentials Committee shall establish permanent procedures to verify residency and membership in a State Party Organization, for each Delegate and Alternate not duly elected via a
State Primary ballot; issue official 'Voting Credentials',keep all records current; and investigate all challenges to the credentialing of any Delegate and Alternate to the National Convention; 

(5) A challenge to any Delegate may only be made by a member of the same affiliated State Party Organization and who is a registered voter pursuant to State Law, and must state a valid claim substantiated by valid documentation. A challenge must be filed by Registered Mail (return receipt requested) within thirty (30) days of the date of any alleged infractions claimed by the challenger,
and sent to the Credentials Committee and to challenged Delegate; 

(6) The Credentials Committee shall determine the validity of any claims, and decide all disputes by providing each side a reasonable opportunity to be heard, if necessary, including exhibits, and the rendering of a written report to the National Convention. Any Delegate elected via a State primary
ballot cannot be challenged unless some infraction of State Laws can be proven in a court of law
within that respective State prior to the National Convention; 

(7) The National Convention shall decide all challenges by a two-thirds vote; and, 

(8) The Credentials Committee shall also certify and register all Members of the National Committee,
and issue each Member an 'Official Nametag, whenever the National Committee is called to a National Assembly.
