EXECUTIVE COMMITTEE
Section 1 Powers and Duties:

The Executive Committee shall be responsible for the general management and governance of the Reform Party between the meetings of the National Committee. The responsibility shall include, but not be limited to: 
    
     (a) Signing an ' Oath or Statement of Affirmation of Office ', to uphold the Constitution of these United States, support the
' Statement of Principles ', fulfill all Duties and Responsibilities to best of abilities upon taking office, and also sign a ' Non-disclosure & Confidentiality Agreement '  to protect all Party records and information from any unauthorized misuse or disclosures to unauthorized persons or organizations, pursuant to civil and criminal prosecution as applicable;
     (b) Authority for the National Committee between meetings;
     (c) Recommending approval of the Budget of the Reform Party,
as submitted jointly by the National Treasurer and National Finance Chairperson;
     (d) Reporting all of its proceedings to the National Committee, and the National Convention, when in session;
     (e) Maintaining and keeping all National books, records and contact lists of the Reform Party;
     ( f ) Insuring that all required reports are timely and accurately filed;
     (g) Maintaining and providing the lists of Delegates to a National Convention, Members of the National Committee;
     (h) Obtaining facilities for the National Convention and National Committee for a National Assembly;
     ( i ) The supervision of all Standing and Special Committees, insuring that they are functioning pursuant to this CHARTER and BYLAWS, parliamentarian procedures, and choose the best qualified persons for the Party Infrastructure to carry out the Objectives of the Reform Party;
     ( j ) Choosing by a majority vote, a ' Chairperson and Secretary ', based on Merit, for a Standing or Special Committee, from resumes of qualified persons provided by the Regional Representatives, from any member of a State Party Organization;
     (k) All actions appropriate or necessary to carry out the provisions of this CHARTER and BYLAWS, and the Resolutions and directives of the National Committee, and the National Convention, when applicable; and,
     ( l ) All other actions as necessary between National Committee meetings and the National Convention. 

Section 2 Membership:


The Executive Committee shall be composed of: 

     (a) The National Chairperson, National Vice-Chairperson, National Vice Chairperson of Operations, National Vice Chairperson of Public Relations, National Vice Chairperson of State Party Organizations, National Vice Chairperson of Voter Registration and Recruitment, National Secretary, National Treasurer, and National Finance Chairperson; and,
     (b) All Regional Representatives. 

Section 3 Election of Members:

The National Officers of the Executive Committee shall be elected by the National Committee by a majority vote, once every four years, following a presidential election cycle, and the election shall take place between January and March in the year following the election, as follows: 

     (a) All newly elected Officers shall assume their office immediately upon their election date. To be eligible as a National Officer, a person must be a member of an affiliated State Party Organization for at least two years, but need not be a Member of the National Committee; and,
     (b) Regional Representatives shall be elected by majority vote of the National Committee members within each respective Region, once every four years, following a presidential election cycle, and the election shall take place between January and March in the year following the election. All newly elected Regional Representatives shall assume their office immediately upon their election date. To be eligible as a Regional Representative, a person must be a member of an affiliated State Party Organization for at least two years, but need not be a Member of the National Committee;
     (c) All original records, work products, source codes, and property belonging to the Party shall be turned over to newly elected Officers within thirty (30) days, but copies of documents may be retained by the outgoing Officer for the sole purpose of maintaining legal continuity. 

Section 4 Duties:

Each Regional Representative shall: 

     (a) Serve on the Executive Committee as the administrator over all matters for their respective Region;
     (b) Coordinate with Regional Officers to insure the accomplishment of all Duties and Responsibilities for the general management and governance of the Reform Party in their Region;
     (c) Acquire resumes of qualified persons based on Merit for ' Chairperson and Secretary ' of each Standing and Special Committee, and recommend those qualified persons to the National Chairperson for selection and approval by the Executive Committee;
     (d) Acquire resumes of qualified persons based on Merit for Regional Officers, and recommend those qualified persons to the National Vice Chairperson for each respective Staff; and,
     (e) Carry out all other duties as assigned by the Executive Committee. 

Section 5 Regions:

The Seven Regions shall be: 

     (a) Midwest Region - Illinois, Indiana, Iowa, Kentucky, Michigan, Ohio, Wisconsin, Minnesota
     (b) New England Region - Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont
     (c) Northeast Region - Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, Washington, D.C., West Virginia
     (d) Northwest Region - Colorado, Montana, Nebraska, North Dakota, South Dakota, Utah, Wyoming
     (e) Pacific Region - Alaska, California, Hawaii, Idaho, Nevada, Oregon, Washington
      (f) Southeast Region - Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, Tennessee
     (g) Southwest Region - Arizona, Arkansas, Kansas, Louisiana, Missouri, New Mexico, Oklahoma, Texas
     (h) Territories and Possessions - Puerto Rico, Virgin Islands, Guam, American Samoa and Northern Mariana Islands,
when organized, will be allocated pursuant to a Region by a majority vote of the National Committee. 

Section 6 Resignation or Removal of a National Officer or Regional Representative:
     (a) Any resignation by a National Officer or Regional Representative shall create a vacancy in that position and require a
new election within ninety (90) days, by a majority vote of the entire membership of the National Committee for a National
Officer, and by a majority vote of the Members of the National Committee within a Region for a Regional Representative, and
the replacement shall complete the remainder of the vacant term;
     (b) A National Officer or Regional Representative may be removed by a two-thirds vote of the entire membership of the National Committee for a National Officer, and by a two-thirds vote of the Members of the National Committee within a Region
for a Regional Representative. A vote to remove a National Officer or a Regional Representative may be in order upon the majority report of an Ethics Committee created and charged to investigate the conduct or charges brought against the Officer
or Representative.
     (c) For the removal of a National Officer, two Members of the National Committee from each Region shall comprise the Ethics Committee, selected by the Members of each Region; and for the removal of a Regional Representative, two Members of the National Committee from each State Party Organization shall comprise the Ethics Committee for that Region;
     (d) No person may be a member of the Ethics Committee if they: participate in bringing charges; are a person charged; are to be a witness; or are a member of a campaign committee. No meeting of the Ethics Committee shall be in order without proper notice to all parties involved. A closed meeting of the Ethics Committee shall not exclude those charged or their legal representatives. Those charged shall be given a full copy of the minutes of each meeting of the Ethics Committee and shall have the right to address the Committee. If the Chairperson of the Ethics Committee permits electronic recordings, copies shall be provided to all parties involved. All those charged shall have their final statements included, unedited, in the final report of the Ethics Committee, separate from any majority or minority report. All votes of the Ethics Committee shall be by ' roll call ' vote. No member of the Ethics Committee may 'abstain' from any vote; and,
     (e) Upon removal, a vacancy shall exist and require a new election within ninety (90) days by a majority vote, respectively, and the replacement shall complete the remainder of the vacant term .

Section 7 Vacancies:

     All vacancies in the Executive Committee shall be filled within ninety (90) days, and the replacement shall complete the remainder of the vacant term. 

Section 8 Meetings:

     The Executive Committee shall meet as necessary to conduct the business and affairs of the Reform Party. Meetings may
be called by the National Chairperson, or upon action of a majority vote of Executive Committee members. Meetings may be by teleconference or other electronic means, or in person. Minutes of all meetings must be adopted by a majority vote and posted on the Party website at the earliest of convenience.
