Section 1 Duties and Powers: The National Committee shall have the general management and governance of the Reform Party, as specified in these BYLAWS. The responsibility of the National Committee shall be to: (a) Issue a ' Call to National Assembly ' to every Member of the National Committee, whenever the entire National Committee needs to meet and assemble in person; (b) Issue the ' Call to the National Convention ' to every State Party Organization, every four years, for the nomination of candidates for President and Vice President of these United States; (c) Assist in the conduct of the Presidential and Vice Presidential campaign, to the extent requested and authorized; (d) Fill vacancies as they occur in the nominations for the office of President and Vice President of these United States of America; (e) Amend the current ' Statement of Principles ' to keep it current with matters of public interest for the better governance of these United States, and all amendments shall require a three-quarters vote of the entire membership of the National Committee; (f) Formulate, disseminate and promote political policies, including Resolutions covering matters of public interest, which are consistent with the ' Statement of Principles ' for the governance of this Party and the Nation; (g) Elect a National Chairperson, National Vice-Chairperson, National Vice Chairperson of Operations, National Vice Chairperson of Public Relations, National Vice Chairperson of State Party Organizations, National Vice Chairperson of Voter Registration and Recruitment, National Secretary, National Treasurer, and National Finance Chairperson; and fill Officer vacancies or other National positions as determined; (h) Expand a Party presence within the infrastructure of each State, at every level; (i) Promote and encourage Party activities, including fulfillment its Platform, pledges and other commitments: (j) Approve a budget for the Party; (k) Enforce the interpretation of this CHARTER and BYLAWS, including decisions made by the National Chairperson, when upheld by a majority vote of the entire membership of the National Committee; (l) Provide for the keeping, filing and archival storage of the official books, records, reports, and lists of the Reform Party, in either electronic or hard copy as applicable and, (m) Carry out the provisions of this CHARTER and BYLAWS for the operation of a major political party toward the governance of these United States. Section 2 Membership: The National Committee shall be composed of: (a) The National Chairperson, National Vice-Chairperson, National Vice Chairperson of Operations, National Vice Chairperson of Public Relations, National Vice Chairperson of State Party Organizations, National Vice Chairperson of Voter Registration and Recruitment, National Secretary, National Treasurer, and National Finance Chairperson; (b) The State Chairperson, and one other State Officer, plus two additional Members, one male and one female, duly elected from each State Party Organization; (c) Two Members from the ' Reform Veterans and Military Affairs Alliance ', as selected by the Association; (d) Two Members from the ' Reform Women Issues Alliance ', as selected by the Association; (e) Two Members from the ' Reform Senior Citizens Alliance ' as selected by the Association; (f) Two Members from the ' Reform Workers & Organized Labor Alliance ', as selected by the Association; (g) Two Members from the ' College Reformers of America ', as selected by the Association; (h) Two Members from the ' Young Reformers of America ',as selected by the Association; ( i ) The Regional Representatives; and, ( j ) Any additional members as provided in Article Nine of the CHARTER, in regards to Territories and Possessions of these United States of America. Section 3 Selection of Members: (a) Members of the National Committee shall be elected, and not appointed, by each State Party Organization and Voter Outreach Association, pursuant to their established organizational Rules and Bylaws, in accordance with all applicable State and Federal Laws, and shall not be registered by the National Secretary without a verified copy of the minutes of their election, or ' Certificate of Election ' if elected on a public ballot; (b) Each Member shall be elected pursuant to the election code of any respective State Party Organization, at least once every four (4) years, following a presidential election cycle, and the election shall take place between January and March in the year following the election, except for ' College Reformers ' who elect Officers annually. All newly elected Members of the National Committee shall take their respective positions immediately on their election date, and notify the National Secretary, and respective Regional Representative. All vacancies shall be filled within ninety (90) days to complete the remainder of the vacant term; and, (c) Members of the National Committee shall act as ambassadors and liaisons for their respective State Party Organization and Voter Outreach Association within the context of the National Committee, and operate as a Confederation of equal State Party Organizations. Section 4 Resignation or Removal of Members: (a) Any Member of the National Committee who resigns, by written notice, to any National Officer, Regional Representative, State Party Organization or Voter Outreach Association, shall have their position declared vacant effective immediately, and any vacancy shall be filled within ninety (90) days to complete the remainder of the vacant term; (b) No Member of the National Committee may be removed from their position during an in person meeting of the National Assembly, or Regional Caucus, unless holding an unofficial ' Nametag ', or for acts of ' moral turpitude ' during the period of the National Assembly; and, (c) Any Member of the National Committee who fails to participate in three consecutive meetings, teleconferences, required voting (electronic or otherwise), or in person at a Regional Caucus, or National Assembly, without prior written notification of planned absence not less than five days prior to meeting, has failed to meet the minimum level of participation and is determined to have vacated their position on the National Committee. Section 5 Meetings: (a) The National Committee shall meet at least once each year, or to be proactive as often as necessary, via teleconference or other electronic means, including in person, via a Regional Caucus or National Assembly; (b) Meetings requiring a National Assembly of all members shall be called by the National Chairperson upon approval of a two-thirds vote of the Executive Committee, confirmed by a majority vote of the entire membership of the National Committee, or the National Committee may call for a National Assembly at any time, without a call by the Executive Committee, by a majority vote of the entire membership, not more than ninety (90) days, and not less than sixty (60) days, prior to the date of the first scheduled business meeting of the session being called; (c) The National Committee may conduct a vote by United States Postal Service or electronic means, on any matter that does not require a debate, including confirmation of any Resolution or recommendation of the Executive Committee. Debates that can be conducted via electronic means shall post ' Rules ' on how the debate shall be conducted, the electronic method to be utilized, and decisions requiring a vote shall be by United State ostal Service or electronic means, pursuant to the posted ' Rules '; and, (d) The National Committee shall require a Quorum in the conduct of its affairs, and there shall be no ' vote by proxy ' at any time. (e) Any Emergency or specific Party Conference, when called, shall have a Quorum of one-third of the entire membership, and shall: ' Be called not less than sixty (60) days prior to the first scheduled business meeting; ' Be called by the National Chairperson upon approval of a majority of the Executive Committee, confirmed by a majority of the entire membership of the National Committee, or by a petition of a majority of the entire membership of the National Committee to call itself into a National Assembly; ' Be scheduled and arranged by the Executive Committee, or the National Committee, and the National Secretary shall issue a ' Call to National Assembly ' and, ' In no way remove, alter, or have precedence over any provision of this CHARTER and BYLAWS, or consider any item not on its pre-published agenda included in the call. |
