Section 1 Duties: The National Chairperson shall be the highest ranking officer of the Reform Party of the United States of America in the conduct of all Party affairs; and in the event that the National Chairperson becomes incapacitated, or the position becomes vacant, the next highest ranking National Officer shall preside at any meetings, and any vacancy that occurs through either resignation or death should be filled by the National Committee within a period of ninety (90) days to the extent possible; and the replacement shall complete the remainder of the vacant term. Section 2 Membership: The National Officers shall be National Chairperson, National Vice-Chairperson, National Vice Chairperson of Operations, National Vice Chairperson of Public Relations, National Vice Chairperson of State Party Organizations, National Vice Chairperson of Voter Registration and Recruitment, National Secretary, National Treasurer, and National Finance Chairperson; and shall be elected: (a) By the National Committee once every four years, following a presidential election cycle, and the election shall take place between January and March following the presidential election. All positions shall be assumed immediately on the election date; and, (b) Whenever a vacancy among the National Officers occurs, the replacement shall be elected, within ninety (90) days, by a majority vote of the entire membership of the National Committee to complete the remainder of the vacant term. Section 3 Responsibilities: General responsibilities for each National Officer shall be: (a) The National Chairperson shall have the general responsibility for the conduct of affairs of the Party, and preside over meetings of the National Committee, the Executive Committee, the National Convention, unless the Delegates chose a Convention Chairperson, any Emergency or specific Party Conferences as required. (b) The National Vice-Chairperson shall assist the National Chairperson and serve as the next highest officer in the absence of the National Chairperson. (c) The National Vice Chairperson of Operations shall be responsible for: planning, organizing, directing, and controlling the political operations of the Party to produce optimum Party growth; develop objectives for Party operations; develop strategies to reach desired short and long term objectives; prepare and disseminate political policies in line with objectives, strategies, and plans which will serve as guidelines for the Executive and National Committees; organize the political function to achieve stated objectives; collect and maintain the list of all Party candidates running for public office for inclusion on the Party website; assist State Party Organizations in the election of their Candidates for Federal office, develop informational systems; develop polls and surveys; assist and work closely with the Communications Committee, each ' Regional Operations Officer '; and other duties as the Executive Committee may assign. The Vice Chairperson of Operations shall appoint a ' Regional Operations Officer ', for each Region, to coordinate with a ' State Operations Officer ', chosen by each State Party Organization. (d) The National Vice Chairperson of Public Relations shall be responsible for: developing and implementing strategies for interfacing with the media and the public; developing media contacts nationwide; disseminating press releases, surveys, and alerts for distribution to the media, public and Reform Party members on issues of importance to the Party; develop press kits; arrange for press conferences and receptions; assist each ' Regional Public Relations Officer '; and other duties as the Executive Committee may assign. The Vice Chairperson of Public Relations shall appoint a' Regional PR Officer ', for each Region, to coordinate with a ' State PR Officer ', chosen by each State Party Organization. (e) The National Vice Chairperson of State Party Organizations shall be responsible for: insuring that all State Party Organizations are properly organized, structured, registered and in compliance with all Federal and State Laws; work with attorneys-at-law and paralegals, as needed, including ballot access; assist in developing Charter, Bylaws and Rules as necessary for each State Party Organization; maintain files and copies on all pertinent information associated with State Party Organizations; advise and assist State Chairpersons as necessary; work closely with each ' Regional SPO Officer ' who shall work with each ' SPO Secretary ' in their Region; and other duties as the Executive Committee may assign. The Vice Chairperson of ' Operations shall establish, maintain and publish a code of Fair Campaign Practices and accountability that will be provided to all candidates for public office campaigning as ' Reformers '. (f) The National Vice Chairperson of Voter Registration and Recruitment shall be responsible for: developing and implementing strategies to build the Party, including the establishment of a Reform Party presence within each State Party Organization via Voter Registration, Education, Training, and Recruitment programs; to build the Party as a major political party within each state; assist the Regions and States in their efforts to inform all Citizens on how to participate in the Delegate selection process; prepare instruction material for distribution; develop a broad-based volunteer program for growing the party, and all other duties as the Executive Committee may assign. The Vice Chairperson of Voter Registration & Recruitment shall appoint a ' Regional Voter R&R Officer ' for each Region, to coordinate with a ' State Voter R&R Officer ' chosen by each State Party Organization. (g) The National Secretary shall have custody of the original of this CHARTER and BYLAWS, as ratified by each State Party Organization, and all other Resolutions and Rules adopted by the Party; attend all National Conventions, Executive and National Committee meetings and record the proceedings thereof; maintain the records (except financial) of the Party; provide official notice of all National Conventions and meetings of the Executive and National Committees; distribute all Reports as required; publish all minutes as required; advise Secretaries of State Party Organizations in the performance of their duties, as necessary; and perform all other duties as may be assigned by the Executive Committee or National Committee. (h) The National Treasurer shall compile and keep all financial records belonging to the Party; deposit monies received in the name of the Reform Party USA, and other valuable effects to the name and to the credit of the Party, as applicable, in such depositories as may be necessary; establish reporting procedures for all Committees, when applicable; develop a Budget for reviewing income and expenditures of the Party; prepare and timely file required Federal reports; disburse funds in accordance with the Resolutions of the Executive Committee; report on the financial status of the Party at each meeting of the Executive and National Committee, and the National Convention when in session; and work closely with the National Finance Officer; and advise the Treasurer of each State Party Organization, as necessary. ( i ) The National Finance Chairperson shall be the ' Assistant Treasurer ', whenever necessary, and shall be responsible for developing and implementing a broad-based fundraising plan through the National website and elsewhere; assist the National Treasurer in the performance of assigned duties; appoint a ' Regional Finance Officer ' for each Region to coordinate with a ' State Finance Officer ' chosen by each State Party Organization, including a ' Congressional Finance Officer ' for each Congressional District; keep current with all applicable fundraising laws pursuant to the Federal Elections Commission and establish guidelines for State Party Organizations; and shall have the general responsibility for raising the finances of the National Committee. The Finance Officers shall advise and assist State Party Organizations and Candidates for Federal office in securing funds for campaign purposes. The National Finance Chairperson, and each Finance Officer, is free to obtain funding from all persons, associations, organizations, committees, and fund raising activities authorized by Federal and State Laws, and reporting procedures.
