STATE PARTY ORGANIZATIONS/ OFFICERS 

Section 1 Affiliation:

Affiliated State Party Organizations shall comprise the membership of the Reform Party, and affiliation shall be granted to only one State Party Organization in each state, the District of Columbia, or each Territory and Possession of these United States. Each State Party Organization shall be subject to the laws of their respective State and all applicable Federal laws.

Affiliation of a State Party Organization not currently organized in a state:


     (a) Shall have the National Vice Chairperson of State Party Organizations file a Report recommending affiliation,
           approved by a majority vote of the Executive Committee;
     (b) Shall be granted by a two-thirds vote of the entire membership of the National Committee; and,
     (c) Be issued a ' Certificate of Affiliation '  by the National Secretary, cosigned by the National Vice Chairperson of
           State Party Organizations. 

Section 2 Requirements:

Each Affiliated State Party Organization shall provide the National Vice Chairperson of State Party Organizations, with the following:


     (a) True, current and complete copies of its organizational Constitution, Charter, Bylaws, or Rules, as filed within their respective State, pursuant to State and Federal Laws;
     (b) All appropriate additional information, as is similarly requested of all State Party Organizations, such as Organizational minutes to verify that each Member of the National Committee, and each Delegate and Alternate to the National Convention have been duly elected, pursuant to respective State Laws and organizational Rules; and,
     (c) Quarterly progress reports indicating Party growth and accomplishments pursuant to an agreement with the National Vice Chairperson of State Party Organizations. 

Section 3 Suspension of Affiliation:

A State Party Organization may be suspended, as a disciplinary sanction, by a two thirds vote of the registered Members
of the National Committee, provided that:


     (a) All charges against any State Party Organization shall be by means of a ' Bill of Particulars ', provided to the National Vice Chairperson of State Party Organizations, for an immediate investigation, not to exceed ninety (90) days, and shall:
    
          (1) Detail the reasons and basis for any suspension;
          (2) Identify the provisions of this CHARTER and BYLAWS, State or Federal laws, which support any suspension;
          (3) Provide the conditions and corrective measures under which any suspension shall be lifted;
          (4) Set a specific date to end any suspension period, not to exceed twelve calendar months;
          (5) Report all findings to the National Secretary, at least ninety (90) days prior to the first scheduled meeting
                of the National Assembly called for this purpose; and,
          (6) Suspension shall require a two-thirds vote of the entire membership of the National Committee, and vote
                can be conducted via electronic means or postal service.

     (b) A National Officer, Regional Representative, Regional Officer, or Member of any Standing or Special Committee,
who is a member of a suspended State Party Organization, forfeits their position, and shall have it declared vacant subject
to replacement within a ninety (90) days; and the State Party Organization will lose its Internet presence on the official
Party website;
     (c) Members of the National Committee from a suspended State Party Organization shall be forbidden to participate within
the activities or functions of the National Committee;
     (d) At the end of twelve calendar months, if reinstatement has not occurred, the National Committee shall consider reinstatement or permanent removal as an affiliated State Party Organization by a two-thirds vote of the entire membership
of the National Committee, and vote can be conducted via electronic means or postal service;
     (e) Any State Party Organization declared ' permanently removed ' shall have full ' Binding Arbitration ' Rights pursuant to the Rules then in effect for the American Arbitration Association;
     ( f ) The Arbitration Decision, or the Appeal Determination, as the case may be, shall be enforceable in a Court of competent jurisdiction, and all costs assessed accordingly; and,
     (g) Upon final determination, if ' permanent removal ' is upheld, the National Committee shall take whatever action necessary to form or affiliate a new State Party Organization, pursuant to respective State Laws .

Section 4 Vacancies:


A State Party Organization shall not allow any positions on the National Committee, Standing or Special Committee, or Regional Officer under a National Vice Chairperson, or State Officer under a Regional Officer, to remain vacant for more than ninety (90) days from the effective date of a known vacancy, removal, third consecutive absence, or lack of participation, unless an absence has been requested by written notice from the Member. 

Section 5 Organizational Infrastructure:

A State Party Organization shall be responsible for establishing a Reform Party presence within each Congressional District, County, and local precinct infrastructure, including all Officer Positions as feasible and practical, pursuant to respective State Laws. No single individual shall hold more than one position. The purpose of each level of coordination is for an orderly flow of information for the uniform delegation of authority, training, development, and Party building. 

Section 6 Representation to National Convention:

A State Party Organization shall have no less than a majority of its registered Delegates in attendance and participating in each session of the National Convention. The Chairperson of each State Party Delegation, shall insure that any registered and credentialed Delegate departing the convention, prior to adjournment, signs out with the Credentials Committee before leaving, turns in their ' Voting Credentials ' and that each eligible Alternate Delegate re-registers with the Credentials Committee to
obtain ' Voting Credentials '.

Section 7 Representation to National Committee:


A State Party Organization shall have no less than a majority of its registered members in attendance and participating in each Regional Caucus and National Assembly of the National Committee, and all meetings via electronic means. 

Section 8 Reporting:

Each State Party Organization shall adopt and conduct its affairs in accordance with written rules and authorized
parliamentarian procedures. Copies of all organizational Rules, and any changes or amendments thereto, shall be filed
with the National Vice Chairperson of State Party Organizations within thirty (30) days following adoption, and this information shall be made available as needed to the Credentials Committee, the Executive Committee, the National Committee, and
the National Convention respectively.
