I would decide what the main weaving would be on this loom; rugs? 

The usual epi.......... 6, 8, 10, 12? 
   Maybe go with the most ends per inch you will use.

Take the weaving width of the loom. 

Multiply the weaving width by the number of epi you will be using.
   For example, 36" wide by 10 epi = 360 heddles.

Divide that by the number of shafts.
   For example, 360/4 shafts = 90 heddles per shaft.

It depends upon the weave.  For instance; a straight draw will have an equal amount on each shaft, a point draw will not, as the first and last shafts will only have half as many. A weave program is the easy way to get the answer or just draw the weave out on graph paper. Don't forget the selvedges!
