I have two informational pages for Big-Eight newsgroup creation proposals, which are not "official" usenet FAQs but I'm considering making them so (with some more work). One is my checklist for Big-8 newsgroup proposals, and the other is a chart of the relationship between YES and NO vote counts for the outcome of a group creation vote.
