Steel
"Who is this guy?", you may be asking.  He is Steel, a member of the Justice League of America during the mid to late 80's.  He was a cyborg with superhuman strength (sort of like the Six Million Dollar Man).  He was killed off in the late 80's and is little remembered today, but he was a favorite of mine, so I just had to make him.  I chose to use a Superman figure as a base, because I wanted this figure to be really muscled up.  Using a Flash base would be easier, since he already has a cowl, but I didn't feel Flash was bulked up enough to be converted to Steel.  My first step was to cut off the top, sides and some of the back of Superman's head off with an X-acto.  I then ground off his belt and boot tops with my Dremel.  Then I sculpted on Steel's cowl, hair, gloves and flat boot tops using Sculpey.  I then primed and painted the figure.  I made Steel's emblem by printing it off my computer, cutting it out and pasting it on his chest.   A very good article describing how to do this can be found here.   Sealing with a clear acrylic sealer completes the job.
