The final chapter considers such broader conclusions as can be drawn from Owen Reed's story. Contrary to the negative judgements reached in earlier histories, it is shown that SIS played a significant part in British intelligence-gathering activities in wartime Yugoslavia. It is also argued that allegations against SIS of pro-Partisan bias are largely unfounded, and that relations between SIS and SOE, while sometimes problematic at the headquarters level, could be cordial and extremely productive in the field. Finally, at a time when modern intelligence agencies are being subjected to unprecedented public scrutiny, this chapter reflects on the lessons that they might learn from Reed's experiences...
