It is a sign rather comical. It is an attempt to keep people from throwing trash over the side of this wall in Geneva

Hmmm...new kind of an apparatus to serve beers

City side at Berne, the capital of Switzerland.

Bear in bear pit, center of Bern. Bern is named after bear, so in the middle of the city they have a pit with some bears in it. This is considered inhumane, but because its such a tradition, they are protected by some sort of perservation law and are allowed to continue with this practice.
