Lockon Stratos (ロックオン・ストラトス, Rokkuon Sutoratosu), Real Name: Neil Dylandy, Seiyuu: Shinichiro Miki, Age: 24, Birthday: 3 March AD2283, Nationality: Irish, Hair / Eye Color: Brunette / Blue, Gundam Meister of GN-002 Gundam Dynames, Celestial Being, Twin Brother of Lyle Dylandy, Elder Brother of Amy Dylandy

Born Neil Dylandy, Lockon was raised in Ireland. He witnessed the death of his parents and sister Amy, at a young age, in a terrorist attack, and has carried a deep resentment towards terrorists ever since. This was the motivating factor towards his joining Celestial Being and continuing action in the organization.

Lockon has a brother named Lyle, but chose to remain out of his life, and neither saw each other. He has an orange Haro that helped him in piloting his Gundam. He also owned blue, violet, pink, and green Haros that did the maintenance on his Gundam and are related to the orange Haro as well as the purple Haro of Nena.

In episode 19, Johann Trinity revealed that Setsuna was a part of the organization responsible for the deaths of most of Lockon’s family. In confronting him about it, Setsuna did not deny his involvement, and even implied that he would understand if Lockon were to kill him, given that his hope to eradicate war would continue in Lockon. Lockon, however decided against shooting him understanding that their real enemy is the man behind KPSA, Ali Al-Saachez.

During the GN-X assault on the Ptolemaios, Lockon was injured defending Patrick Colasour's attack on the GN-005 Gundam Virtue, resulting in not only the near-destruction of Dynames (of which the cockpit was damaged beyond repair), but also an impairment of his right eye, the extent of which was unknown. When Lockon was told that he would have to stay on the Ptolemaios for 3 weeks in order to make a full recovery, he instead resolved to keep on fighting, despite Dynames' damaged state and his own physical limitations.

During another joint UN incursion, Lockon launched Dynames with the GN Arms after being told that Ali Al-Saachez is part of the assault force. Lockon destroyed two UN mobile suit carriers with the GN Arms attachment. However, a timely intervention from Ali Al Saachez in a back attack destroys the arm cannon of the GN arms, interrupting Lockon's attack on the last carrier. He escapes the mobile armor as a cannon shot blasts apart the GN arms. Lockon then turns his attention on Ali Al-Saachez and initially overpowered the stolen Throne Gundam but was soon overwhelmed by a suicide strike by the Union pilot Daryl Dodge's severely damaged GN-X. Ali Al-Saachez took the opportunity to take advantage of Lockon's inability to see his right side and damage the Dynames using Throne Zwei's Fangs, damage Lockon's Gundam by taking out its remaining limbs. As a last ditch effort, he jettisoned from the cockpit, connected his sniper module into a drifting GN Arms cannon, and attempted to shoot down Ali Al-Saachez. Lockon and Ali fired simeaultaneously at each other and both units took massive damage. After the GN-Arms cannon was hit, Lockon drifted into space as he reflected upon the world. Setsuna F Seiei, who was returning from Earth, attempted an ultimately unsuccessful rescue mission to save Stratos. Lockon's last action was to point at the Earth in an homage to his sniper background and say that he hated the world's current state. The GN-Arms cannon then exploded, presumably killing Stratos as indicated by Shinichiro Miki and the other Gundam 00 cast members in their weekly radio show. Even so Lockon may still be alive as the second part of the series has still yet to be completely written.

Dynames was returned to the Ptolemios by Lockon's orange Haro.

Lockon was the most easygoing of the Meisters. He was a much more understanding character towards some of the actions of other individuals of Celestial Being. He never objected to helping other pilots; an example of this is observed during his actions in aiding the recovery of a disconnected gravity block.

Due to his past, he harboured a strong dislike towards terrorists who target civilians. This also later included hatred towards the Gundam Thrones when the trio initiated attacks against private, civilian operated military equipment production facilities.
