Government, namely North Halmahera, South Halmahera and Sula Island meet the
criteria to qualify as new districts. The DPR RI will debate the bill and it is expected
that the new districts will be approved by the end of November 2002.
PAPUA * The Jakarta Post reported on Tuesday (Oct.1) that a coalition of NGOs
urged the United Nations to send a rapporteur to investigate the Freeport ambush that

OTHER * In South Sulawesi, Kompas in Makassar reported that following the
discovery of a corpse, an inter-communal clash between two neighbourhoods
occurred in the village of Lawewe in the Baebunta sub-district of North Luwu (around
300 km from Makassar), South Sulawesi. The clash occurred on Monday (30 Sept.)
at around 0500 local time, resulting in one death, three people suffering serious
injuries and at least 37 homes being torched.

NORTH MALUKU * Mimbar Kieraha daily reported that four people attacked the
DPRD Speaker, Rustam Conoras, in his hotel room in Jakarta last Thursday (19
Sep.). He was forced to write a letter admitting irregularities in the gubernatorial
elections. There was also an attempt to burn down his house in Ternate that same
morning. Police are investigating both incidents. Meanwhile, two groups of local
university students continued to demonstrate at the DPRD building. One group
demanded the gubernatorial elections to be cancelled while the other group demanded
the election process to proceed. The DPRD itself is still waiting for the Central
Government to officially approve the four candidates for the gubernatorial elections.
PAPUA * The media reported that a leader of the Papua-based Institute for Human
Rights Study and Advocacy (Els-Ham), John Rumbiak, said on Wednesday (25 Sep.)
that army soldiers from the Kopassus Special Forces were involved in the fatal
ambush on employees of the Freeport mine on 31 August. Army Chief of Staff Gen.
