How to Increase Voter Participation

      Who should vote? We say everyone about the age of 18 should vote. That used to be 21. Before that it used to be men only, and even earlier it was limited to property owners. So now that anyone over 18 can vote, why does not everyone vote? Should we make it easier to vote, or harder. I am going to make a case for harder, because if it is harder people will take it more seriously. The system will also be less susceptible to vote fraud and vote selling.
