Volshin Governmental Structure | |||
The structure of the Volshin Government shares some similiarities with other governments of the Galaxy. However, there are some distinct differences. Given the brutal nature of the Volshins, one would think that their government would be totalitarian in nature; as brutal as the race that formed it. However, this is not the case. The Volshin Governmental structure is surprisingly democratic, almost equaling their neighbors the Klingons and Romulans. The government is divided into three basic branches: The Zar, The Chamber, and The Judial. Zar. The "head-figure" of Volshia. He is chosen by the House of Ambassadors to serve for life. His primary duty is to serve as the leader of the Volshin Navy. He has complete control over the Navy, and all militaristic decisions. His other duties include: carrying out the laws made by The Chamber, enforcing Volshin rule, overseeing relations with other races, and appropriating resources to further advance Volshia. Chamber. The law-making body of Volshia. The Chamber is divided into two Houses: The House of Superiors, and The House of Ambassadors. - The House of Superiors is composed of eleven elite members of Volshin society, representing the eleven founding continental governments of the planet Volshia. This House's membership is hereditary, being passed down from one generation to the next. This group serves no legal function in The Chamber, but their decisions oftentimes sway undecided members of the House of Ambassadors. They also are responsible for evaluation for class-placing, and for many appointments. - The House of Ambassadors is composed of three members from each of conquered worlds within the Volshin Empire. Membership in this house is also passed down from generation to generation, however if the House of Superiors feels that an Ambassador is not performing his duties, they have the power to strip that family of their class and appoint a new Ambassador in their place. If a vacancy comes in the Zarship, the House of Ambassadors appoints a new Zar, usually the First Ambassador within their body. The House of Ambassadors is the primary law-making body on Volshia. Judial. The court system of Volshia. There are five Judiciaries appointed by the House of Superiors for life that serve on the Judial Council. Their primary function is to try cases involving espionage, treason and slander against the government. Their decisions are final, unless a unanimous vote by the House of Superiors overturns it. |
