To suppress crime, the Solar System government brought back the bounty system of the old west. Vigilantes could capture criminals for large amounts of money as long as they submit the criminals to the police alive.

CRIME SYNDICATES
Ruthless Crime Syndicates became vastly powerful. Those interfering with their business would either be bribed or killed. The police could do nothing to stop their activities.
