Saint Paul Island Officers are responsible for a variety of functions; including traffic enforcement, patrol and security, criminal investigations and crime prevention. Like most rural Alaskan Police Departments, Saint Paul Island is a small Department. Officers handle a variety of regular patrol duties and investigative duties on a daily basis. Our department currently consists of three officers:

Gerald Meece, Chief

Chief Meece started his law enforcement career in Kentucky with the Pulaski County Sheriff's Department in 1974. He was hired in 1993 by the Bethel Police Department, starting his law enforcement career in Alaska, which has lasted over 15 years in various departments and locations.

In March 2008 Gerald joined the City of Saint Paul Police Department as the Director of Public Safety/Chief of Police.

Chief Meece is a graduate of the Department of Justice Police Academy in Richmond, Kentucky and has a Bachelor of Science Degree in Criminal Justice from the University of Eastern Kentucky.

Gerald is a long time member of the Alaska Peace Officers Association and the International Association of Chiefs.

Larry Baxter, Corporal

Corporal Baxter started his law enforcement career in Kentucky with the Hopkins County Jail in 2004, where he served as a Deputy Jailer.

In July 2006 Larry joined the City of Saint Paul Police Department as an Officer. In July 2008 he was promoted to Corporal.

Corporal Baxter is a graduate of the TVC Police Academy and is currently attending classes for a Degree in Criminal Justice from the University of Phoenix.

Larry is a member of the Alaska Peace Officers Association.

Richard Eaton, Officer

Officer Eaton arrived in Alaska from Minnesota in June 2008, joining the City of Saint Paul Police Department as an Officer.

He started his law enforcement career with the Minnesota Airport Police in 2006, where he served as a Reserve Officer.

Richard is a graduate of the University of Michigan, receiving a Associate's Degree in Criminal Justice and Law Enforcement.

Officer Eaton graduated the TVC Police Academy in Fairbanks, Alaska in November 2008.


Our officers are well trained, and within one year of employment are required to obtain an Alaska Police Standards Council Certification. This consists of up to 4 months of academic and physical training. New officers also receive field training from our veterans before patroling on their own.
