Mr. Mayor, you have to
enter to the public register!

It is praiseworthily that so many Bulgarian citizens are eager to seat into the mayors’ bawlers to serve and give their contribution to the prosperity of the nation and to their fellow-townsmen.
On the other hand one very important question is arising – are they ready to do it bravely and with unselfishness?
We are asking this question because some local prosecutors are not ready for it and keep setting at liberty people, who are supposed to be put in jail for a very long time. Their rich spiritual make-up is the engine of their attitude in whose depth one or two jeeps can be hidden.
There is no way though to understand why exactly such type of prosecutors
are not obliged by the law
to declare their property.
Fortunately this omission is already amended in The Law of judicial power and within the coming year each one of the magistrates will be obliged to declare his entire property.
This though does not always helps. Custom-house officers, known as the innovators of all kind of jobberies, for a long time are driving luxury cars and make them at home in palaces signed over the names of their grand-mothers, or some very remote cousins.
This way any verification shows how poor they are, but the jeeps, yachts and lovers are signed over the names of entirely different people.
It is a different story that the register of the custom-house officers is made according to the specific of the mysterious profession of the custom-house officers. It is not a public one! The employees are obliged to declare their property but the society can not find out what do they have and how their property augments year after year. Only their superiors know these data, but they not betray each other.
The lack of usefulness such departmental registers bring to the society is obvious. As we see at the moment, the future mayors and municipal councilors turn has come. They, as a matter of fact, are the local Bulgarian governments and parliaments which stay most closely to the people. It will be an advantage for them to declare their property by themselves in order to win the voters’ trust, but not after the obligation imposed by the law.
Thus is Bulgaria could be created the first voluntary public register and it to benefit not only the local government but also the ordinary people. The future mayors and councillors are striving for the power with honesty of purpose and
that is why they do no
t have any secrets from the voters.
They have nothing to loose being straightforward – locally, especially in the smallest settlements, everyone knows what the other possesses.
But on the other hand they could take an advantage out of this by declaring voluntarily their property. There is nothing wrong with that – is not it true that the deputies, the ministers, the president and a lot more high functionaries yet are doing this? Let’s the smaller power holders take them as a model and teach from them. The entering in the public register will be an excellent reference point for the voters. He will understand immediately who has won his property with upright work and who rolled in the dark economy or in the mafia guys and that is why keeps silent shamed-faced.
That is to say that such a voluntarily campaign will play the role of a "Mosquito" operation, but will be much more effective than the previous ones, because will restrict the entering of dirty money into the local management of the state.
After they come into office, previously checked this way, the new mayors and councillors will have the opportunity to develop this idea as power holders.
This public register for the municipal property
had to be made in every settlement long time ago,
and each citizen is supposed to have free access to it. This way the media and the ordinary citizens any time will have information what type of real-estates the municipality has, how each deals is made and if some is making any robberies with this property. As it is the situation at the moment.
Recently the Sofia municipality announced that a public register will be built specifying the municipal property. A working group from municipal councilors is going down the path of defying the new agency structure and the responsibilities up to the forthcoming session in September.
Although this could happen much earlier, it is better late than ever. Because if there is no transparency regarding the property of the power holders and the property they are entrusted with, the jobbery will flourishing for ever.
