Ballast transforms the electrical characteristics of the power supply to those needed by the lamp to start reliably under prescribed ambient thermal conditions, regulates the current to the lamp and provides the needed operating voltage to the lamp.
In addition, the ballast can compensate for voltage variation in the power supply and can filter out from the lamp most electrical disturbances that might occur in the power supply; a reactor or lag type ballast is designed for input line voltage variations of +5% - 7.5%. The Ballast must be "matched to" the power supply, i.e., if the power supply provides 230-volts at 60 Hertz, the ballast MUST BE a 230-volt, 60 Hertz ballast. Other common power supply voltages are 120-volts, 265-volts, 227-volts. Only 60 Hertz systems are used in the Philippines but 220-voltz 50 Hertz systems are very common in other parts of the world.
