2007 Constitution, South Zone Community Gardens
Association
Preamble:
We,
the registered gardeners of South Zone Community Gardens, wishing to secure
ourselves the pleasures and benefits of an association of persons commonly
interested in gardening, constitute ourselves the South Zone Community Gardens
Association, hereinafter called the Association, and enact this Constitution as
our governing law. It shall be our
purpose to organize and administer garden operations on the Grant Road garden
property in South East Regina.
Membership: Article I
All
persons in good standing with the Association shall be eligible for
membership. Membership shall be by
application upon such terms as the Association shall provide in its Garden Use
Agreement.
Directors: Article II
Section
1 - The Association shall elect at least five Directors and no more than seven
Directors. These elected Directors will
determine amongst themselves who shall assume the following positions:
President, Vice-President, Secretary, and Treasurer.
Section
2 - The Directors of this Association shall be elected for a term of one year
by the members present at the Annual General Meeting.
Section
3 - Vacancies occurring between elections may be filled by appointment by the
Directors of the Association.
Duties of Directors:
Article III
Section
1 - The President shall preside at all meetings of this Association, and
conduct them according to the rules adopted.
He/she shall enforce due observance of this Constitution and the Garden
Use Agreement; decide all questions of order; sign all official documents
adopted by the Association, act as the liaison person with Wascana Centre
Authority and the South Zone Recreation Board, and perform all other duties
pertaining to the office of President.
Section
2 - The Vice-President shall assume all the duties of the President in his/her
absence.
Section
3 - The Secretary shall keep a record of the proceedings of all meeting, carry
on all correspondence, read communications at each meeting, and mail written
notices to each member. At the expiration of his/her term he/she shall turn over
all items belonging to the Association to his/her successor.
Section
4 - The Treasurer shall receive all monies paid to the Association and keep an
accurate account of same. All receipts shall
be submitted to the Treasurer of the South Zone Recreation Board for
deposit. He/she shall submit all bills
for approval by the Directors of the Association. All approved bills shall be submitted to
the Treasurer of the South Zone Recreation Board for payment by the Board. At the end of each year he/she shall submit
an itemized statement of disbursements and receipts. At the end of his/her term
he/she shall turn over everything in his/her possession belonging to the
Association to his/her successor.
Meetings - Article IV
The
Directors shall meet as necessary to carry on the business of the
Association. An Annual General Meeting
shall be held after the end of the growing season. Advance notice of this Annual General Meeting
shall be posted at least one month in advance at the bulletin board in the
parking lot of the gardens.
Fees: - Article V
Members
shall pay an annual rental for the use of their garden plot. In addition, each gardener must pay their
community membership fees. The annual rental
will be set on the basis of the budget established by the Directors.
Amendments: - Article VI
This
Constitution or the Garden Use Agreement may be amended by a two-thirds vote at
the Annual General Meeting. Proposals
for amendments shall be submitted in writing at least two weeks prior to the
Annual General Meeting. Robert's Rules
shall govern proceedings.
