| Based on the model set by the State of Nevada with the "Estray Horse Program", We believe that the taxpayers, the Dept. of Interior, and the wild horses would benefit by utilizing established, qualified, nonprofit horse organizations to act as adoption agents. We are asking Congress to review and revise the "Free-Roaming Wild Horse and Burro" act of 1971 to institute use of the nonprofits as adoption agents under this law. Thereby helping to relieve some of the burden placed upon the Bureau of Land Managment and allowing them more resources and manpower to better manage the existing "Herd Management Areas". |
