An excerpt from Chapter 3 of An Observation of Namuh Political Society and it's Affect on the Namuh People by Foral Ty' EshMü.

        Namuh society and culture is based upon concepts established millennia ago but only recently reawakened in this century: the complete requital of actions exchanged between two individuals or parties. Prospected attempts at this sort of sociological organization have been mirrored on Ancient Earth through manifestations such as the Code of Hammurabi, the first attempt at widespread law throughout known Eastern Hemisphere Earth. This failed doctrine on Terra seem to flourish with a considerable tenacity on Namuh.
        Namuhs seem to be clothed uniformly, and the entire city is constructed with precision and is kept almost hypochondriacally clean. The people of Namuh seem to be composed almost entirely of their race. And I the author seem to be the only foreigner on this planet.
        Namuh has been accepted into the Federation of Planets as a full fledged member world, however, the government here has said to me that it wishes to remain as a pending Federation member world, although they have not effectively done so. Namuh maintains several strong peace treaties and agreements with the Federation, conformably agreeing to friendly relations and allowed passage of Federation ships through it's sector. The Molodor-Namuh "Civil" War of stardate , However, any invitations to outsiders have been rare, and security procedures at sparse spaceports are detailed. I am one of the few the Namuh allow in their society. They also remain in relatively limited contact with the rest of the interstellar community, and my transmissions to Starfleet Command have been, I suspect, the only communication conducted outside of the atmosphere.
        Based on close observation and using myself as a control, I have deduced that most of the Namuh people shield themselves from contact with me. I suspect they are either avoiding me, or simply do not care to notice me. Only however, when I question them for information do they speak up, and are extremely helpful in with my work. (However, I feel that either my translator is malfunctioning, or cannot properly process the Namuh language). Namuh culture seems somewhat secluded form the rest of the Federation, but the internal interaction seems more robust than even Risa.
        In my assigned apartment complex only four "squares" (approximately 20 meters) from the Namuh Planetary Council's Capital Building, I have observed from my window the streets of Namuh and it's peoples. Namuh contains only one country on the planet, and that being Namuha City. Way of life here is extremely structured, with specific times for breakfast, lunch, and dinner to be conducted. Any violations in the schedules, towards the people, nearly everything in the life of a Namuh, must be "repayed" by the Namuh responsible. Example: Murders are Repayed by suicide, money stolen is given back or else something else is taken from the perpetrator.
        Despite the unusual and occasionally stern disciplinary system of the Namuhs, they seem to be a rather well-constructed culture. The Namuhs have suffered very little drought, famine, homelessness, wars or any other type of political turmoil for the last 10,000 years of this system's birth. The time before that remains something utterly unspoken of by the Namuhs. Even the government of Namuh wishes not to discuss it, regardless of my fully warranted questions, held liable to investigation by the Federation. However, since this rare and important project is 90% sponsored by Namuh, it has become a much higher priority to gather as much information now than risk jeopardizing the entire project.
