The Association is submitting an agenda on Tuesday 12-08-2003 including Pension, Financial viability of BSNL, JAG upgradation and KPMG report for a proposed meeting with the Hon.Minister of Communications & IT which is being arranged shortly.
The Assn. along with the Confederation of Public Sector Undertakings and volunteer organisations such as Delhi Science Forum are preparing a paper to be submitted to the Govt. enacting a legislation in Parliament to overcome the recent verdict of the Supreme Court on striking employees. India , a member of the International Labour Organisation is committed to stick to the stipulation of the ILO which permits strike by employees.
The DDG (E) and DDG (Restructuring) have assured the Association that the KPMG recommendations will be finalised only after full fledged and threadbare discussions with our Association.
Banning of Strike by Govt.Employees being considered to be brought to the full Constitutional Bench - necessary interactions with like minded Trade Unions/ Associations have already been intimated by the Association. Mobilisation of the funds required for the same are also being given due thought of.
All Circle Secretaries where Unification Conferences have already been conducted are requested to furnish detailed mailing lists with all relevant informations such as list of Circle Office Bearers, SSA Office Bearers and Branch Office Bearers to whom TESA FLASH is to be mailed with the number of copies indicated against each.
Our G.S. Com G.L.Jogi, GS MTNLEA Com V.K.Tomar, TEOA BY Circle Secretary Com Prasad met CMD MTNL on 1stAug 2003 and held discussions on the absorption process in MTNL. The CMD presented to the leaders the MTNL Boards view that the date of effect of the absorption and payscales should be 01-04-2003.The Association expressed its severe protest and resentment and warned dire consequences. The leaders were able to convince and compel the CMD to retract his stand. Accordingly the CMD agreed to the Association's view that the date of effect will be 1-10-2000 as agreed on 31st Oct 2002 as an agreement to end the agitation. Members are requested not to get confused on the date of effect. It is 1-10-2000 only and that has been categorically agreed by CMD MTNL during the discussion on 1-8-2003.

Our Gs held elaborate discussions once again with Sr.DDG (Per) on the absorption of Adhoc STS officers in STS grade itself. He pointed out the case of JE (Civil) who entered in a Grp 'C' cadre in the department being placed in the STS scale from 1996 onwards where as the Telecom Engineers who entered in the Dept in Grp 'B' cadre have been denied the STS grade even after putting in longer service.( CHQ News)
Declaration of result of Competitive Exam of TES Grp'B' for the vacancies from 1996 to 2001 has been stayed by the Chandigarh CAT. On pressure from our Association the BSNL Management has decided to get the stay vacated. The case comes for hearing on 22nd Aug, 2003. If this move doesnot bear enough fruit, the Assn is considering to implead in the case.( CHQ News)
JTOs - waiting for appointment order due to court case - to get the orders shortly.
The pressure applied by our Association on the BSNL Management to withdraw the appeal filed by it in the Delhi High Court regarding the length of service of TTAs promoted to JTOs has compelled the Management to withdraw the appeal. Hon. High Court has permitted the Management to withdraw its appeal. This paves the way for issuance of appointment orders for TTAs promoted as JTOs considering the total length of service in Grp 'C' as six years and not their length of service of six years as TTAs. This action by our Association benefits around 2000 JTOs promoted from the TTA cadre.( CHQ News)

GS held discussions with Member (S) Shri P.K.Chanda regarding the DPC to be held for the promotion of JTOs to SDEs, SDEs to Adhoc DEs etc.which are reportedly stalled on the plea that absorption is imminent. The Member (S) agreed to our demand to carry on the process of the DPCs and instucted the concerned officer in DOT to proceed further without any more loss of time and complete the DPCs at the earliest
General Secretary spoke to DDG (E) Harwesh Bhatia on pension issue of BSNL. The DDG promised to prepare a note for submission to Cabinet on the following lines.
1. Pension to be paid to the erstwhile employees of the DOT who have superannuated before 01/10/2000 may be paid entirely from consolidated fund of Government of India.
2.Pro-rata pension may be paid to all employees from the consolidated fund of India for their service in the DOT i.e. up to 01/10/2000.
3. Pension for the service rendered in PSU will be paid by the PSU as per its guidelines.
4) OUR GS Com. Shri G.L.JOGI, GS MTNLEA Shri V.K.Tomar, AGS Shri Sukhbir Singh, CS MTNL Mumbai Shri S.N.Prasad, met Advisor(HRD) DoT, DDG(E) DoT and had a thorough discussion on the modalities to be adopted for absorption in BSNL and MTNL. Advisor(HRD) wanted a note to be submitted mentioning in detail our stand on the issues relating to date of effect of pay scales and pension in MTNL.
The Pre - Confirmation list in the cadre of JTOs is published by AGM(HRD) Karnataka Circle Office. The District Secretaries concerned are requested to circulate the list and see that there are any JTOs left-out without being confirmed in-addition to the list and may be informed immediately to AGM(HRD) CO, for including their names for confirmation.

The DIRECTOR (F) agreed to call back all the proposals returned to the Circles by the finance wing immediately and process the same for sanction.
