Minutes of Committee Meeting Held 24th February 2005 7.30pm at the studio of Design on James Rd, Te Puna

Present: Robyn Roan, Peter Lochhead, Helen Warren, Heather Lowes, Vivien Edwards, Winsome Griffin, Paula Hardie, Russell Williams, Brian Elmes

Minutes of Last Meeting:
Paula moved that the minutes from meeting 18/11/04 be accepted, Peter seconded.

Keeping in Touch:
Shirley advised that they have an open day coming up - do we get involved.
Invite other groups along to our meetings. What type of groups do we invite eg. Hall, Quarry, Sports, Garden etc. There is a list in the Te Puna News.
We could invite three groups to each meeting. Split groups into categories eg. sporting, dance, cultural etc.
Advise them that as a community group we could help them achieve their needs, wish lists and also help with problems they may be experiencing.
How do we approach this eg. mail out, personally invite, smaller groups on same night with a questionnaire.
The question was asked - what do we have to offer a sports group? Brian explained that we are a facilitation group - without us things may not happen.
Robyn highlighted the things we have done as a group. We could include in the invite major things we have achieved.
We need to let the people of Te Puna know that we are their voice. At the next meeting we need to discuss how we can handle this effectively.
Do we have a representative go to their meetings and explain what we are proposing. It was felt that if they were approached personally it would have more impact. The following people agreed to approach the respective groups.

Viv to draft a letter.

Te Puna Strategy Plan:
Still waiting to hear from Council. There is a discussion paper by Smartgrowth Growth Management.
Group has not met yet - hopefully next month. Plan change has been granted for business park. A meeting is needed to address the vision of Te Puna. More on this further on.

Effluent / Wastewater:
Regional Council plan change. Only 17 submissions originally.

Te Puna Welcome Sign:
There is a snag with this. More on this further on.

Kaimai Coast Tourism:
Viv and Winsome attended the presentation at Pacifica Resort in Katikati.
The brochure covers from Athenree to Wairoa River. The Heartland committee featured but not the Quarry. Groups in the area that work with Tourism need to contact the committee. This needs to be listed in the Te Puna News and the website.
Nancy Merriman is producing a brochure for Kaimai Coast and a touring map.
Jim Little stated Apollo Caravan are putting a tourism map with Pacific Coast Highway on. Viv suggested what they need is a picture placemat with pictures one side and map the other.
Viv spoke to Kathy Webb and the next meeting is at Charlemagne Lodge - it would be beneficial if this was to appear in the Te Puna newsletter.

Wairoa Strategy Group:
Peter attended the last meeting ¡V it was more to just see where the original group was heading.
Russell asked if the silting of the river was discussed. Robyn mentioned that some dredging had been done.
There was discussion about the ski lane and whether the power company should let water go more. Should environment BOP be arbitrators.

Financial:
Bob Crane is stating that there is still an amount outstanding from an old account. Heather cannot find proof of payment for this. Brian has not received statements for some time.

Plan change for Industrial Park
Council Plan Change:
There is a loop hole in legal proceedings - people that were wanting industrial park could still sue the people that opposed it for costs.
The judge's ruling was not totally clear. Who is going to police the area to ensure that the guidelines are being met. The Council are not capable of doing this. This is apparent with Boothby's and Overton's.
Te Puna residence could appeal the Councils decision but this would be very costly.
Robyn has fielded a few phone calls regarding the Overton's and Boothby's operations. Do we approach the Council and ask if these businesses have met the requirements that were outlined when approval was granted.
Robyn moved that a letter be sent regarding Boothby's shelter belt/screening and that Overton's yard was to be sealed. Peter seconded this.
Robyn to write about the speed limit at Clarke Road / Mc Gregors. Russell will speak to a contact he has at Opus.

General Business: Jim Pringle re the Regional Council meeting with Katikati and Tauriko re settlement areas. These settlements can not be set until they change the plan and make Smartgrowth set in concrete. The Regional Council plan does not support Smartgrowth.
Robyn to write to Regional Council and ask for a meeting. Also to point out that they have completely missed off Te Puna, Whakamarama and Omokoroa.

(1) The Te Puna Tavern and part of adjoining orchard has been sold to a group of developers. Peter was contacted as the Heartland representative. The proposal is to put a commercial business park around the existing Tavern and upgrade the Tavern. They would like a community meeting so they can put forward their proposal. Date for this is Thursday 31st March 7.30pm. A flyer to go out and a notice to be placed in the Te Puna News.
This will put pressure on the need to have the entrances to Te Puna Station Rd and Te Puna Road upgraded. Where does this leave the Te Puna Welcome sign.

(2) Helen mentioned that approval has been made for the mangroves in the Waikaraka and Te Puna estuary can be removed.

(3) Russell asked that if anyone witnesses dangerous driving eg. burnouts can they please take the number plate and he will pass the information onto the appropriate department.
