Programs

The following are the major programs of the Technical Education and Skills Development Authority based on its core business. The core business of TESDA are direction setting, standards setting and systems development and support to technical-vocational education and training (TVET) provision.

Direction Setting/Sectoral Policy and Planning

As manager of the TVET sector, a major task for TESDA is to formulate plans and policies and to provide planning services to the different stakeholders of TVET. This also includes promotion and facilitation of a pro-active job-skills matching process for the sector. Under this core business, we formulate and update the different technical education and skills development (TESD)-related plans, develop/formulate policies in coordination with the different stakeholders of TVET as represented in the different TVET bodies, conduct labor market and education and training market studies and researches, maintain the National Manpower Information System (NMIS)/Education Manpower Information System (EMIS), and provide awards and incentives to various players in TVET (including technical workers, training partners and community training and employment coordinators or CTECs).

Standards Setting and Systems Development

Under this core business, we set standards and develop systems in close coordination with industry stakeholders. These standards aim to continuously improve the matching between the skills of workers and the requirements of the industry. Specific programs that we implement along this include the Unified TVET Program Registration and Accreditation System (UTPRAS), Competency Assessment and Certification, accreditation of assessment centers and maintenance of accredited competency assessors. We also ensure that the names of the workers that we certify are included in the national database.

A new program that we implement under this core business is the Ladderized Education Program or LEP. The LEP allows graduates of TVET to pursue bachelor courses by having the subjects that they took while in TVET to be credited in higher education institutions and state universities and colleges.

Support to TVET Provision

While setting policies and standards for the sector, we also provide support to the provision of TVET. (Corporate TESDA does not directly conduct trainings; TESDA schools, technical-vocational institutions and other providers however conduct them.) Among our programs along this are the installation of a monitoring/reporting system for all TVET conducted in the Province, expansion of roles of TVET providers in training (school-based, community-based and industry-based), assistance in the development of village technologies and "Dangal ng Barangay/Bayan" products, "Plant for Life" projects, facilitation of scholarship programs such as the Private Education Student Financial Assistance (PESFA) scholarship, Iskolar ng Mahirap na Pamilya, and I-CARE (Invigorating Constituents Employment) scholarships.

To help high school students decide the right tech-voc and collegiate course for them, we also facilitate the Youth Profiling for Starring Career (YP4SC) program. Under this program, high school students take tests that measure their inclination and likelihood of success in various occupations.
