Late History
Two hundred years of addiction has eroded much of Ornara's technological achievements and origional culture. Ornara had to return to a more simplistic lifestyle to focus on agricultural and manufacturing industries in order to pay the high price of felicium. There was a plague on Ornara and felicium was the cure, however, felicium was also a strong narcotic. This drug was provided by the Brekkans on a neighbouring planet. Addicted to felicium, the Ornarans have been obsessive in the  acquirement of this narcotic and suffer the severe withdrawal symptoms from not having an infusion.

In 2364, the Enterprise unintentionally, intercepted a dispute between the Ornarans and the Brekkans over a shipment of felicium. The Prime Directive prohibited Picard from revealing the Brekkan's diseption. The Ornarans were sent home with the felicium but Picard refused to repair their ship, making it the last shipment for many years. Felicium is a prohibited drug in the Federation.

Modern History
For the last 16 years past, the Ornarans learned to survive without felicium, realising that it was a false elixir. They focused on repairing their ships and salvaging their lost technology. An envoy of three ships were sent to steal as much tecknology from other planets as possible. A few Ornarans were caught thieving Federation technology (E-ing being one of them). The envoy was successful in bringing a lot of trading groups to Ornara including the Breen and the Ferengi Alliance.

In recent years, ornaran culture has been adapting due to the influx of alien cultures in major trading ports. A 'progressive' Ornaran culture has emerged, while most of the planet is primarily conservitive in their cultural views. Ornara's trade agreements are focused on the procurement of new technology, thus are willing to be extorted by the Ferengi Alliance and other trading groups. Ornara does not trade directly with the Federation.
