The ASBL Constitution
I. Commissioner
   A. The commissioner is responsible for running the league, which includes performing the days sims, running off season activities, performing drafts, and making decisions regarding league policies that will effect the league in the present and future. The commissioner must act in a manner that best benefits the ASBL and should always try to have all 30 teams owned by humans and not computer controlled.

II. Sim Dates
    A. The league will sim 7 days per sim.
    B. The league will sim every other day.
    
III. Lineups
    A. Lineups are due at midnight eastern the day before the sim date.
    B. Lineups must be sent to the commissioner's e-mail address,
jth1331@hotmail.com, and must be sent at least once a week unless owner is unable to do so.
    C. If owner does not want to make changes, simply e-mail commish stating no changes.
    D. Pitching rotations can consist of 4-5 pitchers during the regular season, and 3-5 during postseason play.
    E. Rosters must be in 25-15-10 format, meaning maximum of 25 players on active roster, 15 on AAA roster, and 10 on LOW roster.
    F. Players can not go from active or AAA roster to LOW roster before clearing waivers, meaning player will sit in free agent pool for one sim period, allowing other owners at a chance to claim player.
    G. Position players can only play a position they are qualified at.
    H. There is a DH in the American League but not in the National League.
  
IV. Trading
    A. All trades must be sent to the trade commish. His e-mail is
RAnd73338@aol.com,both parties needing to send or the trade will be voided.
    B. The trade deadline is August 31st in the game, after that date no trading will be allowed.
    C. The trading of draft picks is allowed, Ammy and Free Agent draft picks.
    D. There is no maximum amount of players that can be traded, but the trade committee will veto a lop-sided or one-sided deal, so trade reasonably!!!
    E. Trades will be in full effect the next sim.
    F. Trades must include who is going where and full names.

V. Drafts
    A. The Amateur Draft will be held each season in mid June and will consist of 3 rounds which teams can select college and high school players to add to their team.
         1. All drafted players must be put on LOW roster. After the draft, the owner then can decide to bring the player to the majors, or leave him on the LOW roster.
         2. The draft will be held live on ICQ. If you are unable to show up on the draft date, then send in a draft list or the computer will select for you.
         3. Draft order is based on previous year of play, worst team having the number 1 pick.
         4. Trading of picks is allowed.
         5. Draft will NOT be in snake format.
    B. The Free Agent Draft will be held after each season of play. Every player who is in the free agent pool or is a free agent will be in this draft.
         1. The draft will consist of 3 rounds, order based on last season of play.
         2. Draft will NOT be in snake format and trading of picks is allowed.
         3. Draft will be held live on ICQ. If you are unable to show up on the draft date, then send in a draft list or the computer will select for you.
  
VI. Owners
     A. Every owner is expected to stay active in the league and know whats going on, this will only make the league more enjoyable and fun to play.
     B. Every owner is expected to send in a lineup at least once a week, no longer than 2 weeks without sending in a lineup change. If  owner does not want to make changes, simply e-mail commish stating no changes.
     C. If an owner does not send commish an e-mail stating lineup changes or that he/she will be inactive for a certain time period, then the commish will e-mail that person and give him/her a week to respond. If no response is given, then the owner's team will become available.

VII. Claiming Free Agents During Season
     A. Owners can claim any player that is available in the free agent pool, but must be sent to commish via e-mail. If more than one owner submits a claim for a player, then the team with the worst record gets the player.
     B. An owner can claim a maximum of 3 players per sim.

VIII. Franchise Players
     A. Every owner can name 2 players as their "Franchise Players", meaning they can not enter free agency as long as they hold the franchise tag.
     B. Once a player is given the franchise tag, he can not be untagged. Only way to do so is either trade, release the player, or if he retires.
     C. Come the trade/tag deadline, if an owner needs to cut their franchise player to free up that tag, then he enters the Free Agent Draft and can not be claimed by another owner during the season.

IX. Free Agency
     A. The ASBL will use a free agency policy based on a players experience to determine his elgibility.
     B. Players with experiences of 6, 9, 12, 15, and 18 will become "potential" free agents.
     C. Franchise players will NOT become free agents as long as they hold their franchise tag.
     D. Owners can protect only a certain amount of players, all depending on how well their team does.
          1. A team starts out being able to protect 3 players.
          2. The 2 worst teams of each league will get to protect another player.
