General Assembly Motion No. 1 Up For Debate
In its first test, the Congressional Parliament General Assembly shall be put to use. For months, Jaredian diplomats, lawyers, bureaucrats, and politicians have been inundating the Secretary-General and other CP officials with telephone calls, meetings, e-mails, and letters about potential reforms. The concerns stem mostly from the economic embargo imposed on the entire Hanseatic League following a Great Powers Forum session in the Congress of Jabourgh.
After weeks of careful interpretation of piles of reading material, Congressional officials have simplified the proposed reforms into a single motion to be put up to debate in the General Assembly. Motion No. 1, dubbed "The Jared Bill" as a whole, is shown to the right.
The intention of Motion No. 1 is for constructive debate in the General Assembly. The debate is designed so that all interested nations may come to a collective agreement pertaining to the Jared Bill. After debate has concluded (when most parties agree that the bill is ready for assent), the motion shall be put to a special Congress (known as an 'Accreditation' and not a 'Congress') where it is hoped that ratification shall be quick and easy. An Accreditation operates exactly the same as a Congress, except that there is only one issue to vote on - in this case, the Jared Bill. Congressional Parliament urges, in the strongest possible terms, that Great Powers not use their veto spuriously. When a veto is used, CP shall demand a statement justifying the action. As well, should enough official and public complaints be received about a veto, an inquiry shall be launched and repercussions may occur.
Very few, if anyone, expect the bill to pass the General Assembly, let alone an Accreditation vote, in its original form. All debate on the bill shall be made public in the form of Congressional statements. Motion No. 1 is up for debate immediately and Congressional ambassadors from all member-states are readying themselves for a heated and intense war of words.

Congressional Parliament General Assembly Motion No. 1
1. Congressional Parliament refuses to acknowledge any alliances between two or more Great Powers. Should such alliances be formed, Great Powers shall immediately be charged with 'conspiracy against world peace'.
2. Congressional Parliament initiates and actively pursues a non-proliferation treaty (NPT) concerning weapons of mass destruction. Any nation that does not agree to the treaty shall immediately be charged with 'conspiracy against humanity'.
3. Congressional Parliament demands that all nations reveal the operation and location of any special military weapons in their possession. Any nation that possesses such weaponry is required to have Congressional weapons observers stationed within the country at all times to monitor these devices at all times. To refuse compliance is to be charged with 'conspiracy against humanity'.
4. Congressional Parliament shall immediately disband the Great Powers Forum. All deadlocked votes shall be put to a revote in the following Congress.
5. Congressional Parliament demands that the Free Republic of the Electorate of El-Hussaq and the El-Hussaq Republic reunify. Should any powers prevent such an event from occurring, they shall be charged with 'obstruction of international justice'.
6. Congressional Parliament demands that Rattanjeetland and the El-Hussaq Republic be exempt from the Riksholm Treaty, and in the case of the former, from the Treaty of 2K2. Congressional Parliament shall not recognize the legitimacy of these treaties with reference to Rattanjeetland or the El-Hussaq Republic.
