The Prime Chancellor of Marcusburg has asked the permission of the international community to intervene in Samchorage. Currently Marcusburg has close ties with the Samchoragean economy and military but does not control the country, as the Samchoragean President retains full sovereignty.

However, the President's negligence has led the Prime Chancellor to believe that the country will fall into civil war which would be disastrous for the Mapp by destabilizing the world, and by the possibility of advanced technological weapons falling into renegade hands.

The Prime Chancellor argues that due to his country's existing close ties with Samchorage, it would be natural for Marcusburg to prevent unnecessary bloodshed through diplomatic and military means.

RESOLUTION 23A: "If Samchorage falls into civil war, should Marcusburg be allowed to send in peacekeepers to maintain the peace?"
