Put forth by Congressional Parliament.

Membership to the Great Powers Forum has remained stagnant for many years. In the Congress of Hongolia the O-index was officially selected as the means by which nations are ranked to determine national standings. In light of these two facts, CP proposes the following changes to how membership to the Great Powers Forum is established, to allow for more variety of ideas and fairness CP proposes the following:

RESOLUTION 29a: "Should the top 5 nations according to the O-index make up the Great Powers Forum?"

RESOLUTION 29b (If Resolution 29a is defeated): "Should the Great Powers Forum be renamed the Emergency Affairs Forum. The top 5 countries according to the O-index will be named Great Powers, but they do not automatically make up the Emergency Affairs Forum. Thus a subsequent forum vote should be used to determine guidelines for membership into the Emergency Affairs Forum:?"

RESOLUTION 29c (if Resolution 29b is defeated): "Should the current system for electing memebers into the Great Powers Forum be retained, and amend the O-index so that the top 15 nations be called Major Powers, instead of how it currently stands, where the top 5 are called Great and next 10 Major. And then Great Power status be granted to the nations elected to the Great Powers Forum?"
