LEADING THE WORLD WITH IDEAS
  • Secretary-General's office: foreign minister from a member-state elected for three month terms (no consecutive mandates)
  • 'Burden of Leadership': no special protection for Secretary-General's country of origin if he/she makes an unpopular decision
  • makes foreign policy: entitled to opinions/ideas and persuading or lobbying on important international issues
  • makes 'excogenic' motions: to put opinion/idea into action, can put it forth as a motion to be debated and passed through World Parliament

TURNS IDEAS INTO ACTION
  • debates motions: can be 'excogenic' (idea from Secretary-General) or 'mondogenic' (idea from member-state)
  • new places to debate: old General Assembly is now 'International Senate' while 'Great Powers Forum' expanded to make voting process more public
  • time limits: Congresses two weeks and Forum Resolutions four days
  • fast tracking ideas: urgent motions may be diverted to Great Powers Forum but must justify request in writing; may be retroactively approved or struck down in future Congresses

HIGH COMMISSION

TAKING CARE OF COUNTRIES
  • gateway to Congressional services: member-states contact their country's High Commissioner to get guided access to what CP can do for them
  • customized feedback: High Commissioners freely dispense advice and highlight most pressing national concerns
  • punitive mechanism for apathy: countries that don't bother to open a High Commission denied use of Defensecorps, money from World Bank, legal help, and CP contact network
