Charles Bronson returns as Paul Fein, a haggard Milwaukee police inspector who deals with family issues while coping with the possibility of promotion to police chief. In the midst of this turmoil, his son Ben, a detective, is assigned a murder case -- the brutal slayings of a wealthy banker and his wife.
