Easily the best place to buy Dickens pieces is on ebay. If you've never heard of it, ebay is an auction site where people put up whatever they want for sale (and I mean whatever). I have saved a ton of cash buying Dickens pieces from sellers on this site.

The key is to figure the shipping costs into your bid. There's nothing worse than thinking you saved $10 on an item only to be charged an additional $12 for shipping and insurance, so be careful.

Including shipping and insurance costs, I average about $15-$20 savings on each building I purchase. Carolers, Mongers, and other People are a little tougher, $10 is about the max you can expect to save, but $5-8 is more realistic.

Not everything sells cheap though, ebay is not the place to shop for new releases. Most new stuff is put up for auction at normal retail prices, so you're better off taking the trip to your local dealer and purchsing the piece that way.
