It seems at the present time, global politics are all backwards.  Everything is all confused.  Blame is being laid in the wrong places and the benefit of the doubt is given where is not deserved.

Hans Blix gave a very “soft” report to the U.N. Security Council on Friday, at least as far as Saddam Hussein was concerned.  He gave Saddam the benefit of the doubt on several issues.  Yet, he was
harsh in his views on the comments made by Secretary of State Colin Powell.  Mr. Blix said,
“The presentation of intelligence information by the US Secretary of State suggested that Iraq had prepared
for inspections by cleaning up sites and removing evidence of proscribed weapons programmes.  I would like to comment only on one case, which we are familiar with, namely, the trucks identified by analysts as being for chemical decontamination at a munitions depot.  This was a declared site, and it was certainly one of the sites Iraq would have expected us to inspect.  We have noted that the two satellite images of the site were taken several weeks apart.  The reported movement of munitions at the site
could just as easily have been a routine activity as a movement
of proscribed munitions in anticipation of imminent inspection.
Our reservation on this point does not detract from our appreciation of the briefing.” (Emphasis added.)

Why was it necessary to say that?  This assumption of Mr. Blix is just that, an assumption.  Those trucks we saw in Secretary Powell’s presentation on the 5th of February were just an example, one of many.  Mr. Blix was giving in to pressure from France, Germany, and the covert coalition in support of Iraq.  Mr. Blix was almost the front man for French Foreign Minister Dominique de Villepin, later in the U.N. Security Council briefing.

Mr. Blix also refrained from using the words “material breech” in his report on Friday.  But he did describe exactly that when he made this statement, “
Earlier this week, UNMOVIC missile experts met for two days with experts from a number of Member States to discuss these items.  The experts concluded unanimously that, based on the data provided by Iraq, the two declared variants of the Al Samoud 2 missile were capable of exceeding 150 kilometres in range.  This missile system is therefore proscribed for Iraq pursuant to resolution 687 (1991) and the monitoring plan adopted by resolution 715 (1991).”

That very statement is a description of material breech.

Mr. Blix also stated, “
Yesterday, UNMOVIC informed the Iraqi authorities of its intention to start using the U-2 surveillance aircraft early next week under arrangements similar to those UNSCOM had followed.  We are also in the process of working out modalities for the use of the French Mirage aircraft starting late next week and for the drones supplied by the German Government.  The offer from Russia of an Antonov aircraft, with night vision capabilities, is a welcome one and is next on our agenda for further improving UNMOVIC's and IAEA's technical capabilities.  These developments are in line with suggestions made in a non-paper recently circulated by France, suggesting a further strengthening of the inspection capabilities.”

Mr. Blix had to go to Iraq and broker an agreement to get Saddam to allow these forms of inspections, yet U.N. Security Council Resolution 1441 calls for these types of inspections from the very beginning.  The fact that Saddam would not allow them, from the very beginning, is a material breech.  Resolution 1441 states,
“UNMOVIC and the IAEA shall have the free and unrestricted use and landing of fixed- and rotary-winged aircraft, including manned and unmanned reconnaissance vehicles”

Mr. Blix closed his report by saying,
“If Iraq had provided the necessary cooperation in 1991, the phase of disarmament - under resolution 687 (1991) - could have been short and a decade of sanctions could have been avoided.  Today, three months after the adoption of resolution 1441 (2002), the period of
disarmament through inspection could still be short, if ‘immediate, active and unconditional cooperation’ with UNMOVIC and the IAEA were to be forthcoming.”

What that says to me is Saddam is not cooperating fully.  That constitutes material breech according to 1441.  The Resolution states,
“…to afford Iraq, by this resolution, a final opportunity to comply with its disarmament obligations under relevant resolutions of the Council; and accordingly decides to set up an enhanced inspection regime with the aim of bringing to full and verified completion the disarmament process established by resolution 687 (1991) and subsequent resolutions of the Council”
(Emphasis added.)

I think Mr. Blix was paraphrasing from 1441 when he said,
“immediate, active and unconditional cooperation”.  The resolution actually declares Iraq, “to comply fully with this resolution; and demands further that Iraq cooperate immediately, unconditionally, and actively with UNMOVIC and the IAEA”
It’s not happening.

Tripling the inspectors and adding troops, as France and Germany suggest, will only add sanctioned human shields.  It will do nothing to increase the effectiveness of the inspections.  The inspectors are not spies.  They are not there to search for anything!  Why can’t anyone understand that?  The inspectors are there to confirm the declaration that Iraq gave the U.N. Security Council on December 8th, 2002.  It is all about confirmation.  If they find anything amiss, it is because they stumble upon it while following the declaration document.  To turn the inspectors into spies is treading on thin ice.  It is dangerous, for these inspectors are not trained to spy.  Nor are they trained as intelligence agents.  They are scientists and technicians and that is all.

More inspectors will not solve the problem.
U.N. Peace Keeping Troops will not solve the problem.
Only Saddam’s complete cooperation and total disarmament will solve the problem.

As Dr. Condeleeza Rice, National Security Advisor, said today on
Meet the Press,  "Continuing to talk about more time and more time and more time is simply going to relieve pressures on the Iraqis to do what they must do.”   She added, "It is time for this to end, enough is enough.  Putting this off is not an option."

It is quite evident that Saddam is not presently contained.  I believe the real weapons of mass destruction have been moved into Syria and Lebanon.  How can weapons inspectors ever find them???  Were the scientists who work on these weapons also moved with the weapons?  Are they proceeding with their work and furthering Saddam’s power?  With the recent reports of Australian researchers
accidentally creating a strain of vaccine resistant mouse pox, it is greatly past the time to get the regime of Saddam Hussein out of Iraq and his weapons programs ended, once and for all!

Something else I’ve had enough of is all the “peace demonstrations” that are full of hateful language.  I’ve been to the so-called “peace websites” and I tell you, there is nothing but hate there, trying to be disguised as a voice for peace.  Most of the comments and persuasions are full of hate, racism, and communist views, sometimes subtly stated, sometimes quite blatant.  I do not approve of the tactics used or where the funding for all this is coming from.  Have any of these groups supported a prayerful response for Peace?  I ask anyone involved in these groups to tread carefully.  Most of what you are hearing is nothing more than leftist propaganda.
Finding Peace is not about creating Hate.

That’s something that Saddam doesn’t know.  Remember a few weeks ago when Saddam, and his son Uday, strongly threatened the United States?  I recommended that future resolutions prohibit such
language.  Well, after further study of Resolution 1441, I found it is already prohibited.

U.N. Security Council Resolution 1441 states,
“… that Iraq shall not take or threaten hostile acts directed against any representative or personnel of the United Nations or the IAEA or of any
Member State
taking action to uphold any Council resolution” (Emphasis added.)   Doesn’t that constitute a material breech???

Now, many of you will say,
“Hasn’t President Bush done the same thing?” No, he has not.  I cannot find anywhere or anytime when he has not been clearly defending U.N. Security Council Resolutions or stating where he sees Saddam in material breech.  Other remarks have been strong and possibly threatening, but they have been directed at UBL and Al Qaeda.  Do not confuse the two issues as far as President Bush’s comments.  President Bush is trying to protect America, and the world, from the danger of weapons of mass destruction in the wrong hands.  It is his greatest duty and his
charge to keep.  Those who do not support him are asking him to do less than his job.

What do I want to see happen now?  Let’s give the inspectors two more weeks.  Let them use the U-2 flyovers, the French Mirage aircraft, the German drones, and the Russian Antonov aircraft and see what they come up with.  Use some of the intelligence they have been given and inspect and re-inspect.  Nothing will most likely change.

If there is not complete and full compliance, have the next resolution request Saddam, his sons, and his generals to come out voluntarily and accept exile.  If they refuse, send in the massive amount of U.S. and Coalition Troops in the Gulf into Iraq, with U.N. approval, to take Saddam and his sons and generals by force.  Ask the rest of the Iraqi army and the people not to interfere and no one will get hurt.  When that is accomplished, send those same troops to scour the country for the weapons, or the traces of them.  Then send in U.N. weapons inspectors to verify the finds and interview the scientists.  Then the truth will be told.  Send in U.N. officials to interview the people of Iraq to learn of the human rights violations and crimes against humanity.  Then the truth will come out.  And what truth, shocking truth, it will be.  Sounds easy!  Yea, right!

This would not be easy.  Saddam has body doubles and a multitude
of hiding places.  It would not be easy, or pretty.  But has the reign
of Saddam been pretty or easy?  This is all Saddam’s choice.  Remember that, above all.

This entire situation is really not about “war”.  We have all been too liberal with that word.  This situation is about disarmament and regime change.  It is not about war with the people of Iraq, quite the contrary, it is about their freedom.  It is not about a war with Islam.  Islam is about Peace and that is what we all want the end result to be.  The only one who wants this to be a war, a full scale religious war, is UBL, and he is taking great advantage of Iraq right now.  But UBL has
never played fair and neither has Saddam.
That, they both have in common.

Saddam does not believe that we are all One.  He does not see the great Oneness of all creation.  He does not recognize Oneness, he does not feel Oneness.  He has built a solid and secure wall around his heart of hearts and lets no one in.  He sees only the separation of creation.  There is no unity in Saddam’s eyes.  He only knows Fear and Hate.  He carries Fear and Hate with him, every minute of every day.

Usama bin Laden also does not feel the Oneness of creation.  He only feels unity with his fanatical followers.  Their unity is based on hatred, hatred of you and me, the infidels.  Infidels are not fit to live and must be destroyed.  Nothing else is acceptable.

If these two men become allied, even with their contempt for each other, the rest of the world is at great risk.  There is much debate about the truth of their alliance, but there is much proof of the allegiance between their underlings.  Can we risk this continuing?  Can we risk Saddam giving one of those tiny, disposable drones he has to Al Qaeda and sneaking it over the American border and flying over any city, small or large?

All these problems, disputes, and conflicts come directly from building your character on the base of Fear and Hate.  It is that simple.  No matter what name you give to your Higher Power, that Higher Power sends you a higher call.  God asks us to live our lives in pursuit of greater goals than murder and destruction.  He asks us, “What would Love do?”  He asks us to put aside our Fear and Hate and replace it with Peace and Love.  Only recognizing the Oneness we all share will open the hearts of those who hate us so.  I pray for that opening every day.  I have repeatedly asked all of you to join me in that prayer.

Now, more than ever, we need to be sharing that prayer.

Addendum

I just watched
Fox News Sunday and Dr. Rice said, more eloquently, many things I said.  I did not see this interview prior to composing this article.  If you missed FNS, the best thing to do is just go to the transcript and read it!
