Mr. Lupel:
This
letter is in response to your October 1, 2002, letter to the parole board
in which you
requested clarification regarding the parole board's decisions to deny parole
to Mr. Hetherington
I
am puzzled by your claim that it is necessary for you to correct my misunderstanding
and that I
did not answer the question that was asked. I believe I understood your position
and answered
your questions. Nonetheless, I will make another effort to answer your remaining
questions.
Mr.
Hetherington has been considered for parole four times (1997, 1998,2000 and
2002). Only
one of the 15 total votes cast in his case was for parole. Your belief that
he received "two or three
votes in favor of parole" in 2000 is simply not accurate. He received only
one vote in favor of
parole. He was not paroled in the year 2000 because the majority of the panel
did not vote for
parole.
