Drivers

Mario and Luigi are  average racers. I recommend them to players that aren't experts, but aren't intermediate drivers either.

Princess and Yoshi

Princess and Yoshi are the fastest in the acceleration category. I recommend them for intermediate players. Great for beating the 150cc.

Bowser and Donkey Kong Jr.

These two are the fastest dudes in the game, although Bowser is VERY slightly faster. I recommend them for EXPERTS ONLY! These two have the slowest acceleration in the game, and if you think "driving" is bumping into stuff every 2 seconds then you will get no where with these two.

Koopa and Toad

These two are for beginners just learning the game, but even some experts I know use these guys. Great control, average acceration, but VERY easy to bump around, so try not to bump people too often. 

Footnote: Just because you use Koopa (For Instance), DOES NOT in any way mean that you are a beginner, You could be a Kart expert and still use them, or anyone else. I consider myself a Kart expert and I use Luigi, not Bowser or Donkey Kong.. Everyone is entitled to their own opinion, whether beginner, intermediate, or expert.
