It had been seven years sence the fire that had destroyed half the town had happened. The reasons were unclear how it had started, but one thing was NOT being made public about the fire.

Harry Mason likes to take late vacations with his daughter, Cheryl. Him and his late wife had found her along side the road that day. So, unable to have children of there own because of his wife's illness, they take her as there own. Four years later, his wife died. So he went on living for Cheryl.
Now seven, she had been beging him to take her to the small, quite town of Silent Hill. He finally agrees. So they leave, not knowing what they were getting into.
Due to car troble, they get into the city limts at night. As they are driving, Cybil Bennet, a cop from one of the towns close to Silent Hill, goes to investigate the town because of loss of comenication. She goes out there, alone. She passes them, and drives on.
As the cop drives on, Harry looks at his daughter, who is asleep in the passanger seat. She then wakes up, and smills at him. Then Harry looks back at the road, and sees the cop's bike, but no cop. He ponders this, but drives on. He then sees the shape of a woman in the road, seaves, and goes off into a fence. Harry then losses concisnese.
Harry awakes with a start, but notices that Cheryl is gone. He gets out of the weakage, and goes out to find his daughter, when in the distance, he can bearlly see her. So he goes after her. Little does he know, he just entered another place, Hell on Earth.
