This is Sailor Mars, otherwise known as Raye. Her power is fire which is quite fitting since she is the most devilistic... Raye was the third sailor scout to be found...when Queen beryl's general Jedite was stealing energy by taking busloads of people from Raye's Grandfather's Temple.. as this was happening Raye got some bad 'vibes' from someone and tried to take them down, but missed and hit Serena.. Luna got a feeling that Raye might be sailor Mars. After finding the Mars wand that Luna left behind Raye got herself mixed up with Jedite and Luna taught her to become Sailor Mars, and from then on Raye and Serena Became friends, even though they always fight no matter what.
One day while Raye's Grandpa was on the roof of the temple zoisite shows up and ends up knocking him off the roof just at that moment a Rockstar trying to get away from his tour, named Chad is found sleeping on the steps to the temple and pleads to have them take him in as an apprentice, and as soon as he sees Raye he falls in love with her... but who can blame him she's a fox.
