How a Bill Becomes A Law

1. Bill is made and is referred to committee

2. Bill is sent to subcommittee for hearings, revision and approval
 
2. Bill is sent to committee for hearings, revision and approval 
 
 3. Bill is sent back to committee for a vote.
 
3. Bill is sent back to committee for a vote. 
 
4. If bill is approved by the committee, bill goes to the Rules Committee and then to the full House for debate
 
4. If bill is approved by committee, bill is ent to the full Senate for debate
 
5. Bill is debated and if passed, it goes to the Senate for debate
5. Bill is debated and if passed it goes to the House of Representatives for debate
6. If both versions of the bill are the same, it goes to the President.
If both versions of the bill are different, they go to a conference committee and then the revised bill will go to the President.
7. The President can sign or veto the bill. If he signs the bill, it becomes law.
If he vetoes, it goes back to both houses where it can be overidden by a 2/3 majority
