The Continental Congress

- Three basic questions
        1. Representation (by population or state?)
                § Decision: each state would get one vote in Congress
        2. Supreme Power (can it be divided?)
                § Decision: formed a confederation (an alliance in which states act together on matters of mutual concern)
                        · Both states and federal government would have power
        3. Western Lands (who gets them?)
                § Decision 1: Land Ordinance of 1785

                        · Government sold large pieces of land for $1 per acre
                        · Divided 36 square miles into 36 sections
                        · Reserved some sections
                                - Section 16: public education
                                - 2 sections reserved for later sales
                § Decision 2: Northwest Ordinance 1787
                        · Sets requirements for the admission of New States
                               1. Congress would appoint a territorial governor and udges
                               2. When the population reached 5,000 voting residents, settlers could write a temporary constitution & elect their own government
                               3. At 60,000, settlers wrote a state constitution which had to be approved by Congress
