for Child Protection in Ontario

Eligibility... Assessment: Child Protection Staff use the, " Eligibility Spectrum ", at time of receipt of the referral / report / information, to make decisions, about eligibility, for service.  This Spectrum is intended to help  CPS ( Child Protection Services ) Staff , to consistently interpret, the need, for child protection intervention.
Safety... Assessment and Immediate Safety Plan : The CPS Worker is supposed to complete the Safety Assessment at the first face-to-face contact, with a child, (subsequent to the receipt of the initial referral/report/information -or- on open cases when new allegations of a child in need of protection are investigated ) to assess a child's immediate safety.  When immediate safety intervention is claimed to be required, while the investigation proceeds an, " Immediate Safety Intevention Plan " is completed.
Risk... Assessment : The CPS Worker will use their knowledge of, " Risk Assessment ", during the
"
investigation phase", and on an ongoing basis to assess the likelihood of future harm to the child.  The CPS Worker completes the, "Risk Assessment Tool", when the assessment determines that a child is in need of protection and for subsequent case reviews. It all boils down to perceptions, and interpretations.

Assessment... of other child protection issues: For this new risk decision, the CPS/CAS worker completes an assessment, of any other child protection issues, to ensure that all issues, related to the child's best interests, protection -and- well being, are addressed.  This includes such subject areas as child development - and - long term parenting capacity.
Based on a referral, report, third hand information, CPS/CAS workers can launch an investigation into your life, spouse, children, home, private affairs. Then, based on innunedo, perceptions, opinion interpretations they can intervene if they feel you've not met their criteria of what constitutes appropriate care, maintenance, rearing of your child(ren). Further, the process is self perpetuating. Once you have become involved you have a, " history ".  Whether a matter is resolved - or - not, you may find yourself re-invovled, without any further; referral, report - and/or - information.
Plan...   of service, connected to the Risk Assessment   - and -   of other Child protection issues:
The
CPS worker determines outcomes, required to reduce the risk -and- the child's need for protection and assessment.  The assessment process is linked directly to the, " Planned Intervention ", contained within the, " Plan of Service ".
