Victim - and - Perpetrator live together, with another adult, who sometimes leaves them alone. There is uncertainty, whether other adult, in family can or will protect child. Perpetrator lives elsewhere, but has unrestricted visitation, without adequate supervision. Open access with effective adult supervision. Rationalizes abuse and/or neglect - or - does not understand caregiver role. Caregiver justifies -or- rationalizes - assume little repsonsibility - or - is confused -or- unaware about his / her role. Understands role in abuse/neglect; accepts responsibility. Caregiver acknowledges role, in occurrences, take responsibility - and - feels guilty.
