The first 10 song tracklist is the OFFICIAL order Rivers wanted of the songs for the unofficial SS2k album. Unfortunately, 4 S2k songs were left out (Hash Pipe, Ev'ry Night, Peace and Quiet, My Brain). Track 11 was released via weezer.com months later. Track 12 was a humorous little mp3 that Karl gave to summersongs2k.com as a 'bonus' track.

Why were shorter versions of the SS2k released instead of what were performed?

Karl: they were edited as per rivers direct instructions. those are the correct versions of the songs. you see, it doesnt matter what versions you or anyone *prefers*, because those edits are the structures that would be used on a record if they had made it to a record. And yeah, it was a ton of work! But rivers had finally sorted out what he felt was wrong with them, he never was fully satisfied with them in 2000 and wanted the correct versions out there. So its out of respect for his wishes as the songwriter that you should explain that those versions are in fact the right ones.
