| November 5, 2002 Bro. Dodong Encanto Premier National Executive Council Judicial Council Dear Brods, We have verbally communicated to you as well as to other brods our concerns about the current issues surrounding the National Council. You are also aware that we support the conduct of elections during National Congress, which is the only acceptable venue for choosing the officers of the National Executive Council. However we jointly request that the National Congress be postponed to the 1st Quarter of 2003 and that the event be held in Metro Manila. This postponement and change in venue should enable the full participation of official delegates and provide ample opportunity for qualified candidates to present their platforms. | November 5, 2002 Dear fellow Triskelions, Last September, the existence of two groups claiming leadership precipitated a crisis in the National Council. Subsequently we observed with dismay the failure of one party to honor the terms of reconciliation brokered by no less than our well-respected Congressman Raffy Nantes. We have just made been aware that as a result of all these, some brods have expressed their intent to form a separate and independent Mindanao organization. None of us should be pleased by these developments. While there exist weaknesses in the current structure of the National Council, it remains the sole organization recognized by the majority of brods. Our mutual desire for unity and reconciliation can only be fulfilled by requiring those seeking leadership to submit to an election during a National Congress which is the only acceptable venue for choosing the officers of the National Executive Council. However to enable the full participation of official delegates and provide ample opportunity for qualified candidates to present their platforms, we have jointly requested the incumbent Premier and officers of the Judicial Council that the National Congress be postponed to the 1st Quarter of 2003. We have also requested that the event be held in Metro Manila. There are no perfect leaders nor are there perfect organizations.
