Charles is the empitome of a King's Musketeer: honorable, noble, devoted to king and country. Charles and Tristan attended the Musketeer academy and served together, but things went wrong (see Tristan's history for full details). Charles isn't really a villain, he does what he thinks is right and his reputation is certainly high enough to be a hero. He is currently Tristan's nemesis, showing up where least expected and causing no end of trouble. Charles believes that Tristan is in the wrong and a criminal.
