click format, make sure there is a dot beside rich text.  you now have a toolbar across the middle of your post. 
there are many fun buttons here, but we will use the last one on the right. this is your 'insert picture' icon. 
this will open a new window for you to browse & select your image.  after you highlight the image you want, click open.  the next window allows you to set the position of the image. click ok!  you have now learned one way to embed images in Outlook Express! congratulations!
