on your top toolbar, click message, new message using, select stationery.  in the new window, click create new. 
this is the welcome window for the Outlook Express Wizard. click next 
in this window, put a check in the picture choice, browse to the folder where you have your image. 
after selecting your image, set your position for where you want the image. play with the little arrows for different settings. put a check in color & use the little arrow to choose the color. click next. 
on this page, choose your fonts & font color. click next 
on this page, set your margins, click next 
name your stationery & click finish!!!!!
