You want to set the preferences so that you'll pick up the Best Weapon. You'll be using two different weapons here, the sniper rifle and the soviet rifle. You also need to be proficient with using the sniper rifle's zoom while running.

You should have the control stick forward when the level begins so you'll be moving as soon as it starts. Right at the start, you'll automatically pick up and hold the sniper rifle. Instead of running directly to the corner of the first building, go slightly to the right and then to the corner in an arc. By doing this, the next female guard will go a little further to her right, enabling you to slip past her easier. As you approach her, stay on the right side of the sidewalk on the snow. Don't shoot her, just slip by her on the right. When you turn the corner, run directly towards the corner of the brick building. You should get a few boosts from the female guard. You may even want to put a few bullets into the next guard you see that pops out of the brick building to keep him from shooting you. But only do so if you can while keeping a straight line to the corner.

After you turn the corner of the brick building, go straight to the corner of the building across the street. Another female guard will pop out at this corner so as soon as you turn the corner of the brick building, point your sniper rifle where she'll be and put on the zoom. Hopefully her head will be right in the zoom's crosshairs when she pops out. Headshot her as soon as she appears. Deactivate the zoom and run over the soviet rifle that she dropped. As soon as you do, you'll automatically pick it up and hold it. Start firing it right away since the next guard will pop out onto the sidewalk. You want to run down this sidewalk between the centerline of it and the wall. If you're too close to the wall, it 'll slow you down. As soon as this guard is killed, try to put one or two bullets into the rightmost guard of three up ahead and to the left to keep him from shooting you and slowing you down then immediately use the secondary function to fire a grenade towards those guards. Immediately after firing the grenade, continue shooting again towards the corner of the building at the end of this sidewalk since another guard will pop out here. Keep your finger on the trigger as you turn this corner and aim the rifle towards the guard that's up above and to the left. Once again, this is to keep him from slowing you down. Don't worry about the guard on the right near the bus pass but run straight to the bus pass. I'm not 100% sure on this but it seems that I slow down if I run in a straight line to the next corner near the bus pass. I run in that direction but I stay mostly on the street and then angle towards the bus pass when it's in view. Pick up the bus pass and quickly reverse your direction, turning to the left as you do so. You should start to turn around just before you get to the bus pass. This may take some practice to get the timing right. You can lose a lot of time here if not done perfectly. For the world record, a pickup time of 20.0 seconds or so is necessary. If you can pick it up under 21.0 seconds then you're doing well.

On your way back, run to the left of the light pole you see so you get some forward boosts by the last guard mentioned above. When you turn the corner just after the light pole, sometimes there's a guard there and you have to run around him on the right. But assume he's not there and turn the corner sharply, running to the left of the spawning timesplitter. On the way back, there's no need to shoot any of these. While running down this sidewalk, sometimes a guard pops out near the end. Kill him and then turn the corner. Put one or two shots into the guard across the street that's in the brick building and if you see a guard towards your left, try to put one or two shots into him without going off course. As soon as you turn the corner of the brick building, there's usually a female guard here. Only shoot her if your health is almost gone. Otherwise you can get some good boosts from her. As you run towards the next corner where the first female guard was, sometimes there's a guard here that you need to kill. Don't worry about the one or two guards on the right. As soon as you turn the corner where the first female guard was, shoot the guard up ahead and to the right, run down the sidewalk staying on the left and run through the portal. Hopefully with good boosts you'll have that 39.0 - 42.0.

Although your starting spawn and the positions of the guards on the way to the bus pass are consistent, their movements and shooting patterns vary. The key to getting a good time here is getting that run where the movements and shooting patterns are well in your favor. For example, after slipping by the first female guard, you can sometimes get several boosts from her without getting hit once from in front, mostly from a guard up above in a window.
