Throwing the horns symbolizes three things: metal, evil, a combination of the two. If there is nothing truly metal or evil occurring, the horns should not be thrown. Additionally, you are not allowed to throw the horns if you yourself are not metal. Hard rock doesn't count, emo doesn't count...nothing counts unless it is actually metal (except nu-metal which of course isn't really metal).

Verdict: NOT METAL.
George W. Bush with the "hook 'em horns" symbol, often confused with the "metal horns."
Verdict: NOT METAL; TEXAS U LONGHORNS FAN.
In the crowd at a Good Charlotte concert. Here is a list of problems visible here that need sentencing: Good Charlotte, Good Charlotte fans, emo, white trash, pants dropped below waistline exposing undies, backwards hat with bandanna underneath.
Verdict: NOT METAL.
Weird-looking kid from Illinois. No other info is needed other than this picture, in which nothing metal is occurring, and the kid himself is obviously not the slightest bit metal.
Verdict: NOT METAL.
Seether.
Verdict: NOT METAL.
Black nail polish on a guy. Verdict: TOO GAY TO BE METAL.
