The steering committee of the Susquehanna County Green Party met at the home of Vera Scroggins at 2PM January 25, 2008 for discussion and reorganization. Present were Vera Scroggins, Leif and Barbara Winter, David Plank, and two guests. Upcoming concerns were discussed and it was decided that we would participate in the Pennsylvania nominating caucus by joining with members from Wyoming County in a joint meeting. We will also support Jay Sweeney in his bid for election as State Representative and participate as possible on an individual basis in his campaign.

Other concerns of local interest were discussed, including, the new County Commissioners and their practices, expanding bluestone quarry operations and their effects upon the community, exploration and leasing of local properties for natural gas production.

Cynthia gave out posters for the July 7th, "Meet the Candidate" to put up in our county--Downtown Grounds Cafe, 8 to 10 pm. in Montrose.

Vera will set up card table on July 4th in front of Montrose Theatre to have petitions for signatures for Jay and Green Party. She will also have Peace Petition and flyers. Anyone that can help man the table, please come by when you can. We will set up approx. at 10 am. and parade is on at 11. Others can walk around and ask for signatures with petitions. Table available till about 1:30 p.m..

Petitions with signatures need to be notarized and delivered to Cynthia by July 22; your bank will notarize for free. Latest count of signatures stands at 475.
We are still going for more in case some are deemed unacceptable.

Jay will be at Downtown Grounds Cafe in Montrose on July 7th from 8 to 10 and will discuss a few issues of importance. Another Green candidate may be there; bring your questions, comments and instruments for a jam afterwards. Come earlier and interact with thosepresent.

There were suggestions to build alliances with local Democrats, talk with them and with some of the local leaders to encourage supportive connections.
It would be helpful to find out more what some Democratic candidates like MacNamara and Carney think about on major issues.
Vera is planning on advertising and starting a grassroots, citizen group called "Citizen Action Coalition" to address and research local needs and issues with the hope of becoming a power block to approach the powers that be.

The formal meeting ended about 1:30 pm and the musicians in the group stayed to interact and jam on the various instruments.

STATE CONVENTION REPORT:February 24-26, 2006

At least four of us from Susquehanna County attended the GPPA State
Convention in Wilkes-Barre this weekend. From what I could gather the
concensus is that we are improving in our function as a REAL political
party. Compared to my prior State Convention experience, NEPA did an
excellent job organizing and presenting a first-class event. Jay
Sweeney and Carl Romanelli worked together with the able assistance of
many volunteers to make this happen. Hats-off all!
Hopefully Vera will have some multi media records of the events on
Saturday. I was there on Sunday with Victoria and Cynthia and can
only say that the "dry" business meeting turned out to be quite
exciting and emotional.
The main thrust of the morning session was a group deliberation over
the request of two local committees to examine and endorse a candidate
for the 16th Congressional District. This was a complex question
brought about by the manuvering of several factions that supported or
opposed John A. Murphy's request for nomination as a candidate.
Basically, it appeares to me that two of the three local committees
washed their hands of this "political" question of candidcay by
"deferring" to the State Convention to endorse John A. Murphy. The
third committee is apparently defunct. Evidently the factionalism
reached to the leadership of our steering committee and heated
discussion occupied a good portion of the morning session. While the
convention agreed that the local committees could defer their own
endorsements and send them to the state nominating convention for
consideration in this particular case, it also decided that the by-
laws would need to clarify such a procedure. My own feeling was that
we had been handed a "hot potato" and the outcome was that the
Convention declined to endorse Mr. Murphy after having heard his
rather negative harrangue.
The afternoon session was more upbeat as 16 candidates were presented
to and nominated by the Convention. Our own Victoria Ross presented
Jay Sweeney for the 111th Assembly District and Jay received the
State's endorsement. There is a slate of two women for Governor/Lt.
Governor (a first), and another first with the nomination of Carl
Romanelli as a candidate for the US Senate. Those of you with cable
access can check the schedule of PCN for the video record of these
nominations. It was inspiring and encouraging to listen to these
brave pioneers of the Green Revolution.

Carl and I worked on this the last couple of months and I agree, I
think we had a pretty good convention. Michael Berg's speech was
fantastic. I know many of us had to hold back tears, but, he showed
no sign of that. While emotional, he showed strength. I know Vera
has that speech on film. Vera did a great job, by the way, she got
the digital projector from IMC and hooked us up for the film "The End
of Suburbia". She also projected video of Carl Romanelli's trip to
Colombia during his Saturday evening presentation. She also captured
Vicki's counter recruiting presentation as well as some others.

Among the other accomplishments. we nominated about 16 people. John
Murphy was the only one who did not recieve the party's nomination.
We passed two GDI proposals and 3 resolutions. We made enough money
to pay for the convention expenses which were considerable. We
spent $3500.00 to $4,000.00. This included lodging for Michael Berg
and Kevin Zeese. We raised several hundred dollars for Berg's
campaign. We got PCN TV to cover one of our conventions for the
first time. We left the convention united and excited.

The contributions of individuals to the convention could go on and
on, but, I would also like to point out that Cynthia created a
beautiful handout that was pointed out as must have material for
candidates and others who are collecting signatures. We are now in
the process of making that available to the entire state via a
download from the web page. Skip Mendler created a nice convention
program with very little notice and he did a wonderful opening
segment including an appearance by his Billionaire character. This
party has some real talent.

Discussion of current concerns:
Jay Sweeney gave an account of his meeting with Tom Marti where the current state of affairs of GPPA were outlined. There are approximately 275 active core members out of an enrollment of approximately 15,000 Green Party members in Pennsylvania. The northeast is an active component of the state party. The annual state convention will be held in Wilkes-Barre in February. In addition to delegates, other members of our committee will attend to welcome and assist participants.
Jay also sought and received our endorsement of his candidacy for Representative in Harrisburg as an alternative to incumbent Sandra Major.
Leif Winter spoke of his experiences associated with his election as Auditor of Franklin Township, noting that there are many accounts of corrupt dealings in local municipalities which we would do well to investigate. He also reflected on his term as Chair of this committee, emphasizing that there are resource people available who we do not immediately recognize for their potential contributions.
Victoria spoke of the desirability of working with other affinity groups as a way of building a base for common political action. It was generally agreed that focus on community concerns rather than on party factionalism was necessary for growing a greener movement towards reform.

August 24,2005 7PM MEETING AT FRANKLIN HILL PHARM

Present at the meeting were Vicki, David, Joyce, George and Leif. The meeting lasted almost three hours, and was of course more a great discussion of current events, local and globally, and less a formal meeting. Actually, we had some great exchanges. Much was learned by all.

David brought up the project scheduled for 2007 on Rt. 706 between Tiffany Corners the intersection with Route 29. David has been in contact with DOT, etc, asking if sidewalks on the Montrose end would be a part of the project. Especially along that commercial strip east of the hospital, where it is downright dangerous to walk now. This is a worthwhile project- what about older folks and children who have to walk? Maybe walking will be popular again due to the fuel situation.

On Thursday, September fifteenth, there will be a League of Women Voters meeting from 7-9 at the courthouse. A Mr. Potts will be speaking on legislative reform in Pennsylvania. There should be an audience participation part. We plan to go, and hope many people will show up. The LWV's bringing a legislative discussion to Montrose is a positive community service.

Treasurer's report: there is $80 in the till. Donations at our movies have exceeded expenses at each event.

There was discussion about the movies that have been shown at the Montrose Theatre: one on depleted uranium, one on GM food, and one on oil. Generally, people said that these are worthwhile ventures. We talked about other movies or workshop events that could be presented locally. Topics included health care, local economics , property and school taxes and another food movie. Some planning has been done on another food movie/event,but it has been temporarily shelved. More volunteers are needed to carry on these projects. Other locations might also provide us with more opportunity for extended discussions. The County office building was mentioned as another possibility.

Binghamton Indymedia may show movies locally. If there is anything we can do to help, we will be glad to do it.

The next meeting will be at 7:PM, Wednesday, September 28th,at the Stone residence.

So far for the agenda:
1. Next year's officers. Please think about becoming next year's chairperson, delegate, secretary or treasurer. We've all served in at least one or two of these offices already.

The Susquehanna County Committee of the Green Party of Pennsylvania met at the home of Victoria Ross on Saturday, May 14, 2005, 1:30PM..
Present were Victoria Ross, Joyce Stone, Leif Winter, David Plank, George Calafut, Anne and Frank Ryan, and Jay Sweeney.
A recap of our showing of The Future of Food at the Montrose Theater on April 27, 2005 indicated that it was a success exceeding our expectations.We acknowledge the invaluable assistance provided by the Binghamton Independent Media group, who loaned equipment and personnel for our event. There were approximately 75 in attendance, a lively discussion followed the showing, and people were still commenting on the subject during the week afterward. Donations of $160 enabled us to cover expenses, including advertising. Remaining funds will be used to purchase two DVD copies of "The Future of Food" for loan in the community, one at Marsha's book store, one with the Committee (Joyce or Leif) and advertised as available to viewers.
It was decided to continue working with this theme of food safety as a focus of our activity. Lief will start to set up panel discussion on the topic.
More film showings were considered and Jay will let us know about availability of "the End of Suburbia" for some future event.
Some further organization will be required to ensure people understand our role in the community as we bring forward these issues. Collecting donations, distributing flyers and other housekeeping details should be worked out in advance. Names and addresses collected during the showing need to be located for future use.

The upcoming Primary Election was discussed, as well as proposing write-in candidates for the General Election. Leif is considering campaiging for Auditor in Franklin Township. There was also some discussion of the referendum for Growing Greener II, and the upcoming vote on Act 72 in the School Districts. Plans for the widening of Route 706 east of Montrose and the relocation of the Library and Hospital in this area offer other areas of political activity for our possible involvement.

Finally, there was some music offered, as well as discussion about participating in a jam session during the Farmer's Market on the Green in Montrose beginning Saturday, May 28th. The Borough will provide power for the musicians use.

The Susquehanna County Committee of the Green Party of Pennsylvania met at Franklin Hill Pharm on Saturday, March 12, 2005, 12:30PM.
Present were Cynthia Hoyt, Victoria Ross, Joyce Stone, Vera Scroggins, Barbara and Leif Winter, David Plank, and George Calafut.

A vote was taken on Platform proposals for the Green Party Of Pennsylvania. Our two Delegate Votes were unanimously given for each of the three proposals concerning anti-descrimination, faith-based agencies, and alternate energy.

Vera Scroggins reported on her successful entry into public access broadcasting, both on radio and on television. An effort will be made to contribute materials for future broadcasts. Her TV slots are on Time Warner Channel 4, Mondays 10:30 PM-12:30AM, and Wednesdays 2:00-3:00PM. She also has a radio talk show on WHRW, 90.5 fm on dial from SUNY Binghamton-- has about a 30-mile radius -- from 6 to 7 pm. on Tuesdays-- call her at 607-777-2137.

An article by Jay Sweeney in the Green Star was circulated and praised for its first-hand account of the experience of running for elected office.
Copies of Patriot Dreams by the Common Sense Collective were distributed as an aid for organizing our ideas and activities.
It was noted that March 17th is the date when candidates for upcoming elections will be listed on the ballot. Our intention is to seek to nominate interested persons for unfilled vacancies.
Our Treasurer solicited donations for upcoming expenses.
Copies of a Letter to the Editor of the Susquehanna Independent were circulated, and an appeal was made for committee members to write their own responses to these views on changes in the Federal Insurance Contributions Act (Social Security).

An extended discussion was held concerning a showing of the documentary Future of Food.
Joyce Stone will attempt to secure a location in Montrose for a showing sometime near Earth Day, April 22. We will also consider End of Suburbia for possible showing .

An audio tape of Percy Schmeiser's presentation on gm crops at the PASA conference was circulated, as well as the DVD In Plane Sight by Dave von Kliest. These exchanges of information will be invaluable for our future work and are greatly appreciated.
Vicky noted her ongoing interest in giving presentations in the schools that would balance the information provided by military recruiters. Inquiries will be made as to policies and procedures for these presentations and David will report these findings to Vicky.

Leif will attend the statewide meeting of GPPA tomorrow in Carlisle. He and Jay Sweeney have been representing our area quite regularly and are building relationships with other delegates. We extend our thanks to their efforts.
The meeting included a delicious pot-luck meal and much animated conversation. It was adjourned at 3:30PM.




The Susquehanna County Committee of the Green Party of Pennsylvania met at Franklin Hill Pharm on Friday, January 7th, 2005. Present were George Calafut, David Plank, Clarissa Plank, Cynthia Hoyt, Victoria Ross, Jerry Gere, and Barbara and Leif Winter.

Since this was the first meeting of the year new Delegates to the State Committee, and local officers were elected.

Outreach was discussed. Cynthia is working on a recycling program in Harford. Community folks are bringing their recyclables to a central spot there, and then transported to the recycling center. Cynthia wants to see the local recycling effort expand. Local Greens are welcome to assist in this effort. Cynthia will keep us apprised of the progress.



Other outreach efforts were discussed. One on one discussion with folks as we go about our day was one effort. Another effort was more organized group endeavors (an example may be the peace vigils in Montrose like those at the beginning of the Iraq War). We talked about going to meetings of local groups, not necessarily as a representative of the Green Party, but to keep up with local happenings. Meetings of interest will be posted to our email listserve at Yahoo.



Also discussed was meeting with other NE Pennsylvania Green Parties as we have done in the past. Putting a float in the July fourth parade, like other political parties was suggested and. information about getting into the parade is being checked into.
The possibility of participating in Forest City Days, going to the Lynn Church musical events, and making flyers to put out at places like the Lynn Church, and to distribute individually as we meet with others was explored.

George and Cynthia will design materials that can be posted to our Yahoo Group Files section so that they will be readily available to all members.

We talked about the state ACRE program to circumvent local townships regarding their ability to stop factory farms in a local area. But the current status of ACRE needs to be checked into. Jay Sweeney may be able to give some input for this effort. David will also search for information in his files.

After the discussion a pot luck meal was shared. Music was also provided thanks to the talent of several of our members. A meeting in February is anticipated.

Approximately 20+ counties were represented, and each gave a quick report. Lancaster County had a longer report, due to discussion about an ethanol plant that is proposed to be built along the Susquehanna River. It turns out that many farmers and environmentalists in that county are against the plant. The plant would be typically industrial: heavy-duty inputs to change corn to fuel (these inputs would have to be trucked in in large quantities), pollution, warm water would have to be unloaded into the river without research into how this warm water(about 90 degrees) would affect fish and other river life; and the fact that corn would be grown as a monoculture. Corn is one of the most soil depleting plants. It would be nice if organic growers could grow it in bio-diverse fields, but the truth of the matter would be monoculture fields that rely 100% on artificial fertilizers, pesticides and maybe even GMO corn. Officers were nominated for next year. As always, the process went quickly, with people volunteering. Gender equality was taken into account. There is a concerted effort to get gender equality on all Green Party efforts. No more white males' political party! Jay had sent in to this list info on campus Green Parties having representation on the state body. The platform committee gave each of the counties represented some papers about the platform that need to be looked at, discussed and sent back to the platform committee. By the way, some of the committees are progressing due to just one person's initiative in each committe. Hats off to those people. There were ten minutes spent on what happened good about Greens in 2004, and ten minutes on what needed improvement. An example, there were enough votes to keep us on the ballot. The bad news is that there were just barely enough votes. We just barely kept our third party status. There was discussion on labor movments starting a political party in Pennsylvania. The second half of the meeting was set aside for a to do list. Should there be some committees (No, there's not really too many committees, it just sounds like it in this report) to work on these four main items: communication, administration, fianancial, and I think the fourth was political. We narrowed the list of to-dos on each of these four to a managable few items. These will be dealt with at the next meeting. So, should we Susquehanna Greens meet to discuss our next moves? And to look at the platform papers they want us to talk about and send in? If we decide, we could meet here on Franklin Hill in early January, or where ever would be a central location? Leif

We talked about Jay's campaign for State Rep. for the 111th district
opposing Sandy Major.

1. Jay has received 'support without endorsement' from the Sierra Club.

2. Many ideas about media strategy - what newspapers, radio stations to
contact, etc. Jay will contact the Susquehanna Transcript (P. J.
Amadio) and the Binghamton Press. I've contacted WJFF radio to set up
a
possible interview.

He plans to order some yard signs & we discussed the best places to put
them.
A mailing to all registered Greens is in the works. We reviewed a draft
of the letter.

discussion afterwords. A film about corporate agriculture perhaps.

Our candidate for State Representative, Jay Sweeney, held a planning meeting at his home in Falls on Saturday, August 28, 2004. Six members of the Susquehanna County Committee attended. (George and Fran, Vicki and Will, David, and Vera)
We gathered a sufficient number of ballot petition signatures during the summer to ensure that our Green Party candidates will appear on the November election ballot. Vicki and Vera made important contributions to this effort. Thanks to everyone who participated!
Jay will make a public announcement of his candidacy and outline his platform at the Wyoming County Courthouse in Tunkhannock PA at 1 PM, Monday, September 13, 2004. Representatives from Susquehanna County will attend to introduce the candidate and to respond to questions from the press.
A general meeting is planned for September. Watch for announcements on this site and at our discussion group page.

3. Locations for gathering signatures on Primary Day were discussed.
4.Leif reported on his meeting with personnel from Ithaca Hours. He and Fran Calafut continue to develop ideas for a local network along similar lines.
5. David Plank exhibited videos from Justice Vision's Democracy University series, and began circulating copies for possible future use in conversation cafes
6. Fran Calafut spoke of need for voter registration drive. It was suggested that some solicitation could be done at Montrose events like the Farmers Market and July Fourth. Campus Greens could perhaps provide leads for more outreach among young electors. Further planning will be done after the April 24 caucus and Primary Day activities.

3. Kurt Shotko was nominated as a candidate for the 10th Congressional District. Kurt explained the process and described his experiences from his prior election bid. He presented an outline of his platform.
4. Jay Sweeney was nominated as a candidate for the 111th General Assembly District. He is working on his platform which will include the issues of farming and urban sprawl.
5. A State Of The World event was described and other venues for publicizing local Green Party activities were suggested.

State Green Party to hold caucuses

Pennsylvania Green Party members voted Sunday to hold caucuses in April to determine if the party will put a presidential candidate on the ballot in the fall.
This year will mark the first time the state party will use a caucus to determine who, if anyone, should be the presidential nominee, party officials said.

No date was set for the caucuses, which will be held in each county.

The decision came as the party wrapped up a two-day state convention at the Sovereign Performing Arts Center.

Green candidates will not be running in the April 27 primary because Pennsylvania does not fund third-party primaries, said West Reading resident Mike Morrill, who ran for governor in 2002 on the Green ticket.

Morrill said a caucus will highlight the hypocrisy of not funding a primary for third parties and will allow grass-roots participation.

â?śThis is a sign of the growing political sophistication of the party,â? ? Morrill said.

The decision also gives the party some flexibility, said Reading resident and party state Chairman Jennaro Pullano.

Greens in Pennsylvania and across the United States are divided about whether the party even should field a candidate.

Some party members believe President Bush must be defeated and Greens need to support the Democratic candidate to achieve that.

Others believe the party needs to grow and should contest the election in every state, while another faction wants to target selected states.

â?śThe Green Party has been discussing this presidential issue for over two years now,â?? Pullano said. â?śWith a caucus, every registered Green can get involved in the process.â??

Even if the party wants to run a presidential candidate in Pennsylvania, the state's ballot-access laws pose a challenge.

Third-party candidates will need 20,000 to 30,000 valid signatures or about 2 percent of the ballots cast for the top vote-getter in the 2003 state elections on their nominating petitions.

Green candidates

The Pennsylvania Green Party nominated a slate of candidates for statewide offices during its convention Sunday in Reading.
The candidates will need to collect 20,000 to 30,000 valid signatures on nominating petitions to appear on the ballot for the Nov. 2 election.

Here are the offices and the Green nominees:

6th Congressional District (which includes part of Berks and sections of Reading): Dorothy Schieber, a clinical social worker from Amity Township.

7th Congressional District: Sam Krakow, a medical student from Delaware County.

16th Congressional District (which includes part of Berks and sections of Reading): Robert Hagen, a teacher from Lancaster County.

State attorney general: Marakay Rogers, a lawyer from York County.

State auditor general: Ben Price, an equipment manager for a trucking company from Cumberland County.

State treasurer: Paul Teese, a general manager for a hammock company from Bucks County.




Warming, big firms targets for Greens
About 100 delegates and guests listened as three presidential candidates outlined their platforms at the party's state convention in Reading.

There will be bigger opponents than President Bush and the Democratic presidential nominee in this fall's election, a trio of Green Party presidential hopefuls said during a visit to Reading on Sunday.
Multinational corporations and global warming will be the real targets for the Green Party, the candidates said during the Pennsylvania Green Party state convention at the Sovereign Performing Arts Center.

David Cobb, a California lawyer; Kent Mesplay, a San Diego air-quality inspector; and Lorna Salzman, a New York environmental activist, outlined their presidential platforms for about 100 party loyalists.

All three support increasing taxes on corporations, providing universal health care and ending trade agreements such as the North American Free Trade Agreement.

Salzman also advocated imposing high taxes on oil and gas to combat global warming.

“To me, global warming is the social-justice issue of our day,” Salzman said. “I believe the Green Party must be the voice, the conscience and the warrior in the war against global warming.”

Mesplay argued that more research would be done on alternative energy sources if the federal government stopped handing out millions of dollars each year to coal and oil companies.

While answering questions from convention delegates, Mesplay called for less violence in society and said he was concerned that the American military has guns.

He also said major change is needed in what children learn in public schools.

“There's a problem with how we teach children,” Mesplay said. “We really need to teach relationship building, and we should not be so competitive.”

Cobb said politics is less competitive because corporations dump huge amounts of cash into campaigns.

That's what happened when activist Jesse Jackson and former California Gov. Jerry Brown ran for president, he said.

“Jesse Jackson and Jerry Brown had better organization and better ideas,” said Cobb, who worked on both men's campaigns. “We had money, but we didn't have the fat, stupid, crazy corporate money the other opponents had.”

Cobb also blamed corporations for undermining democracy and forming a transnational, global empire.

“We are no longer self-governed,” Cobb said of Americans. “We are consumers choosing between paper and plastic at the grocery store.”

Asked whom he would appoint to his Cabinet, Cobb responded that columnist and Bush antagonist Molly Ivins would be press secretary, U.S. foreign policy critic Noam Chomsky would be secretary of state and a general who joined the peace movement but whose name Cobb said he couldn't remember would be secretary of defense.

All three candidates also took on the issue of whether a Green candidate would siphon votes from a Democratic nominee and inadvertently help Bush win re-election.

Some Democrats claimed that's what happened in 2000 when Green candidate Ralph Nader captured less than 1 percent of the vote nationwide, but performed well in such key states as Florida and Minnesota.

Bush went on to win by capturing more electoral votes than Vice President Al Gore, the Democratic nominee.

Mesplay agreed that Bush has to be defeated in November, but said Greens need to run candidates in each state.

“The best way to beat Bush is to run against him,” Mesplay said.

Cobb argued for targeting about 40 states where the electoral votes would not swing the election.

And Salzman said Greens should fight to win every state because Bush is not the only problem with a two-party system.

“Bush is just a disease carrier,” Salzman said. “This goes beyond defeating George Bush.”

The party, which does not hold primaries and caucuses in every state, will pick its nominee during the national Green Party convention in Milwaukee, Wis., in late June.

5. Leif Winter emphasized the importance of growing a new local economy. It was agreed that this was another critical focus for the Green Party and that Leif would coordinate an effective approach to educate and involve the general population.
6. Vicki Ross described the Get Out The Facts campaign of the Wayne Peace group. She and George developed a fact sheet for our own use. We will plan "Conversation Cafes" to meet and discuss important issues. Videos from Democracy University will provide a starting point for these public meetings.

Dr. Bordeaux is a New Milford physician trying to get 1 million
signatures to create a single-payer, universal health care system. He
is interested in working with Greens. How should we get involved?

FYI:Dr. Bordeaux is having a public meeting Jan. 15 at the Blue Ridge

3. 'Conversation Cafe'

in the past & tried it out at the Montrose Theater. Where are we going
with this?
NOTE: Wayne Peace is doing this the first Tuesday of every month. Their
first event Jan. 6 was rather successful - 32 people attended. see

1. Election activities: What to do? Support Kathy Shelly for
County Commissioner? Kathy has been an active environmentalist but
she hasn't asked for our support. No consensus for supporting her.

Robin Arnold asked about running as a Green. The deadline for collecting
and submitting signatures was Aug. 1.

We decided to set up a planning committee to encourage voter
registration & identify election issues(See action item 2 above).
Discussion of some potential issues: Impact and regulation of quarries-
e.g. water pollution from blasting. Other possible issues:
poverty, jobs, sprawl. We might raise these issues at the League of
Women Voters Commissioner Candidate forum or perhaps at a forum we
sponsor.


2. County Comprehensive Plan: We should monitor this process paying
particular attention to details. Much of the language is boilerplate,
e.g. 'seize opportunities', 'balance', 'regionalization', 'responsible
land use', etc. Some charts are misleading e.g. jobs shown as most
important when 90% of survey respondents rated environmental issues
highest. COMMENT: I'd be interested in having the planning folks
work through some possible scenarios, e.g. it is now year 2020 and
Susq. County's population is 125,000. What's changed since 2003?

3. 'Ithaca hours': Set up a directory of local businesses and skills
to build the local economy. This process has worked in Ithaca and
many other places. See action item 1 above.


4. Outreach to other groups: Vicki Ross proposed we attend and/or
speak at other group's meeting. David Plank, Vera Scroggins,
and George Calafut staffed the RESCUE booth at the Harford Fair.


5. New officers: Vicki Ross(our current chair)
will be away for 3 months. George Calafut will take over as chair &
David Plank will become the new secretary.

Aug. 1 deadline for signatures to get anyone on the ballot as a Green.
Vicki Ross suggested hosting a County Commissioner forum to publicize
the candidates' views.

Robin Arnold is unsure whether she wants to run as a Green. She is on
the Democratic ballot as a candidate for supervisor in Bridgewater Twp.
If Robin ran as a Green, her Green and Democratic votes would be
additive.


3. Publicity: Paul Gere suggested we ask Marion Miskell from the
Independent to do an article on us. Leif Winter said he would
contact her. (Note: Marion has since agreed & will attend our meeting
on June 23.)

Unofficial results show Robin with 31 votes on the Democratic

ballot. If these figures hold up in the official count, Robin and
Beverly Way will draw straws to break the tie on the Republican ballot.

2. Other Arnold campaign issues: What are Robin's political views?
How did this campaign advance Green issues? By opportunistically
taking advantage of the lack of candidates, is the Green Party no
different than any other party? How do 'personality' and 'issue
oriented'
campaigns play out in Susquehanna County.

3. National Platform: Paul Gere - Does the Green Party have a national
platform? We should have a copy if it does.

4. Building Support: David Plank - We must build support. Paul Gere
and Todd Latzko suggested phoning registered Greens to get them
involved. Todd will get an updated list of registered Greens.
David Plank suggested talking up the Green Party among friends &
neighbors.
Also do some recruiting at Jerry Gere's solstice or July 4 party.
G. Calafut trying to build a liason with Forest City RESCUE.
NOTE: After the meeting, D. Plank has written a 'Call to Action'

2. Bridgewater Twp. Supervisor: In Bridgewater Twp., there are 2
supervisor slots
up for election. On the Republican side, Charles Mead is on the ballot
for a
2 year term. There is no candidate on the ballot(Democratic or
Republican) for the
other slot, a six year term. Paul Gere suggested we run someone as a
write-in for
the 6 year slot on the Republican and/or Democratic ballots. Todd
Latzko agreed to
consider candidacy. Vicki Ross questioned how we project our peace and
social justice
issues in this race. Megan Fuller agreed to make a flyer for the
candidate. This flyer
would contain a sticker printed with the candidate's name for the voter
to stick on
the ballot. We planned to meet Monday(May 12) to create the flyer &
discuss strategy.

NOTE: Since Todd has decided not to run, this write-in campaign is on
hold. We
may have another candidate who will run. In another twist, Beverly Way,
the current
Bridgewater supervisor who did not file for re-election, is running a
write-in
campaign for the 6 year supervisor slot. See her ad on the last page of

local government, the activites of local groups represented by our

1. Sue Chance and Kathy Shelly talked about some of the local groups
working on conservation & economic development - specifically the
Rural Development Committee(meets 2nd Monday every month, 10:00 am)
and the SEEC, a part of the RDC.
SEEC(Susq. Economic & Conservation??) sponsors Conservation Field days
in local schools(Grades 4, 5, 6). M. Fuller asked how to get into
the schools. Response, get an invitation from a teacher, then the
principal will OK it. State-mandated standards require environment
and ecology training in schools. D. Plank asked about the origin
of the RDC. Response: organized by the county, not sure when.

From her experience at the Montrose Restoration Committee(MRC), Pam
Kelly described County Commissioner obstructionism and
Montrose Borough Council 'neutrality'.
Pam talked about Montrose Rails to Trails - County Commissioners
wouldn't accept the right of way. Justin Taylor(Susq. Economic
Development) not supportive of the MRC.

Long discussion about monetary grants - agencies providing funds,
how to write grants, stategies to win awards(get started with
something and show results), etc.
Pam talked about how the MRC obtained a grant from the Pa Dept. of
Community and Economic Development(DCED).

S. Chance and K. Shelly pointed out that mainstream organizations
(Conservation District and Farm Bureau) have alternative programs
that bring together agriculture & the environment.

Pam Kelly & Leif Winter talked about the Montrose Farmers market,
how many people show up, etc. Vicki Ross suggested more publicity.

Megen Fuller asked K. Shelly what she would do for constituent groups.
Response: Current commissioners not doing anything, opportunities for
grant money, etc.

Todd Latzko expressed concerns about environmental degredation, Vicki
Ross described the Green Party's purpose as a vehicle for change.

Pam Kelly raised the 'Clean & Green' issue & how it distorted the tax
base. Vicki Ross advocated progressive taxes. Paul Gere mentioned
Greenway concerns.

Vicki Ross asked Pam Kelly what Greens can do to support the MRC.
Pam suggested liason, attending MRC events. Vicki will attend MRC
meetings.

Discussion Items:(Note: Almost all discussion items concerned the
platform).

1. Agriculture: Reviewed Leif Winter's platform items. G. Calafut
suggested
action items should be added for each of Leif's points. D. Plank
questioned
whether agriculture is a viable platform item since it's in decline in
Susq.
County.

2. Surveys/Data: Should we send out a survey to find out what
people think? No, there's already enough data out there that we could
use,
e.g. Northern Tier Planning Commission.

3. Outreach: Contact with other county groups. R. Begliomini will
attend
Martin's Creek Watershed Assn. L. Winter will attend Friends of Salt
Springs.
G. Calafut suggested we work with other groups on our platform issues to
build political support. Bob Schumacher asked what to do if we attend
another's group's meeting. D. Plank said we
might offer a progressive (e.g K. Shelley) as a candidate for county
commissioner.

4. Priority of issues: How to sort out the issues, which are most
important,
how do the Green Party's 10 points fit? Various issues were raised -
education, school budgets, roadway cleanup, community based economics,
inequality, non-violence, etc. The group agreed we should focus on
environmental and economic areas and pick a few key issues. For our
next
meeting, everyone should bring a short written platform statement on one
or
a few key issues.

5. Videos: Vicki Ross & Megen Fuller will show peace videos
under the auspices of People for Peace rather than the Green Party.

6. In June, Megen Fuller will be leaving as Chair.

County's Peace Resolution.

2. GEORGE CALAFUT - Contact Great Bend registered Greens in
Great Bend Borough/Township to invite them to run for open elective
offices.

3. VERA SCROGGINS/TODD LATZKO - Contact Terry Shea to establish a
dialogue with the Montrose Restoration Committee.

3. DAVID PLANK - Attend County Commissioner meetings(Ongoing)

4. PAUL GERE - Contact Lee Smith to suggest Susq. County adopt a
Peace Resolution.

5. MEGEN FULLER - Set up showing of 'Saving Pennsylvania' video.

2. Be Politicians: David Plank suggested we monitor local issues &
make connections with those who know what's going on (Kathy Shelley or
Sue Chance).

3. Open Elective offices: George Calafut quoted a Susquehanna
Transcript
article listing open elective offices in Susq. County. These are
offices
where no Republican or Democrat filed to get on the ballot. These
officeholders
will be decided by write-in. The group agreed this is an opportunity
for
us to win an elective office. Some members expressed an interest in
running.
The open offices are township supervisor in Great Bend, Bridgewater, and
Dimock township, council in Great Bend borough and Uniondale borough.
See action item 2 above.

4. Information about how local government works:

Megen would like to devote the next meeting to explore the workings of
local government.

5. Local Issues: David Plank identified local issues that the county
comissioners & other local politicians are talking about:
- Personnel for 911-I81 Welcome center-Terrorism Awareness Class

6.Megen Fuller will set up a table of Green Party materials at the next
Peace vigil (Saturday, 12:00 noon, 4/5/03).

7. Leif Winter is working on agriculture issues for our platform.

Rules - A set of rules ratified(see attached). All rules were adopted unanimously.


Action Items 1. Get text of the peace resolution passed by numerous
municipalities, e.g. NYC, Chicago, Los Angeles, etc - George Calafut

2. Bring Vicki Smedley's list of Green Party issues to next meeting
George Calafut (Note: Vicki Smedley was Green Party candidate for Lt. Gov. in Nov., 2002).

3. Attend County Commissioner meetings(Ongoing) - David Plank�60;BR>
4. Contact all registered Susquehanna Green voters re: notice of Mar. 29 meeting. George Calafut.

5. Notify newspapers of Mar. 29 meeting at Episcopal Church - Paul Gere.

Discussion Items:

1. Extensive discussion of Green Party Rules. Vera Scroggins questioned the apparent exclusion of the Green Party from the primary election.

2. Meeting Times: Attendees expressed preferences for meeting times - decided to change the meeting time to 12:30 p.m. on Saturdays (after Mar. 29).

3. Platform issues: Many issues surfaced in this discussion:
- Pro-Peace Statement - Alternative energy
- Urban Sprawl(T. Latzko) - Independent Media(M. Fuller).
- Health Care (E. Clarke) - Wetland preservation
- Local Agriculture (L. Winter) to include oil conservation, fresh food, local employment, no pesticides, composting, seed saving, shared labor & equipment, soil erosion & improvement.


4. Increase number of Registered Greens: P. Gere raised the issue of increasing registration. G. Calafut suggested a focus on high school graduates.
