Brothers and Sisters of Caine
Blessing of Caine to all who have taken up our crusade for Champaign/Urbana, as this area is under my domain as Archbishop I have set forth the following laws to protect the Sabbat as a whole.
1. All Sabbat who are seen as Initiated may sire one un-initiated vampire at a time.
2. Due to the size of the city and the small mortal population, Mass Embrace is forbidden in this area. To bring that many young and reckless vampires in to this area would threaten the security of the Sabbat and quickly deplete our food source.
3. To expose your true nature to the mass mortal population will also be seen as a threat to the security of the Sabbat, and anyone who is caught breaking this law will have the Wild Hunt called upon them and given the Final Death of a traitor!
4. Due to the spiritual strains of war, all packs must have a priest. If the a pack fails to have a priest by the time I come for a review of the city then that pack will be disbanded.
With that, all are free to act in the customs and traditions of there packs. I will come to the Champaign/Urbana on one month's time to review the packs that have gathered.
